. >> joining me now is congressman adam schiff, democrat from california.oing back to a september 10th mind set? >> no, i'm surprised to hear the former director say that. i think that's shockingly inaccurate. what the president has said, we're going to go to fisa court when we want to query this data base except if there's an emergency. the 9/11 transformation was one about coordinating information about the left hand and right hand knowing what each other are doing. that's not implicated in the decision to have a court review when there's no exjent circumstance and it was a sound decision by the president. >> chuck todd and chris and i were talking about how defensive the president was, not defensive in a -- but how much he defended the program. and is not abandoning the mass collection. as long as the mass collection is going to continue and he's only putting up the issue of where it is stored, does that not go far enough to satisfy privacy concerns? >> well, it certainly won't satisfy some of the privacy advocates that don't want to see the private comp

i have a bill that i just introduced with adam schiff on the intelligent committee to provide the government accountability office, the investigative arm of the congress oversight and review authority of these programs. they have never been allowed access to these nsa programs. why is that important? members of the congress are in the dark on these programs. this will allow these programs and a review of them to come more to light if you will, and be more transparent. so as a policy-maker, we'll have the information necessary to review them and make the right judgment call. right now the oversight is marginal at best. this bill will go a long way toward shining a light on these programs so members can have a better-informed, better decision to make. >> are you confident the president will come up with a way to house the data outside the government? it's going to be very difficult. that's why he put it off for 60 days and have the attorney general look at it. >> you're exactly right. when i listened to the speech, i thought to myself, when i was doing these types of warrants, we went through

let's talk to democratic representative adam schiff from washington right now. he's a senior member of the house intelligence committee and is pushing legislation to further limit access to phone records. congressman, thank you so much. we appreciate you being here. >> a pleasure. >> sure. so tell me first off, how do your proposals go further? >> well, they go further in that they answer a question the president left open yesterday and that is if you take the bulk metadata program away from the government, what do you do with it, who holds on to that data. i think the program should be restructured in a way that the telephone companies hold on to their own data. they do this anyway, and i think we can develop the technological ability to get the information from those phone companies with court approval in the case by case basis where we need that information, where we think the number's connected to a plot. it's more protective of privacy, still meets our national security objectives. that's how i would have gone farther. but i was pleased to see the president
