. >> good afternoon council members, adam van de water from office of economic and workforce development here in the city and county. i wanted to give you a quick update off and on the planning for the 34th america's cup, which kicks off on the 4th of july, just a few weeks from now. so i know a couple of you were able to see the preview races we had in august and october of last year and we really want to build on the successes of those events. the feedback we received was generally positive with a few things to focus on and i want to highlight some of those today. the genesis of our planning for the 2013 event is to really build on those successes and to update it with the new information going into this. so the people plan and i have an updated copy that was just released this week that i can leave with staff is really based on five guiding principles. one is public safety. we need to make sure that we have a safest. two is resource efficiency, making sure that we use our buses and our staff and our city resources efficiently. environmentally sustainability, making sure that we have a

i think if we think about the mo prominent recent mass shootings shootings from dlans adam lanza to joran vander sloot, -- jared lee loughner. when we think about everyday shootings. everyday gun crimes, we see that people who have serious mental illness tend commit cry -- commit crimes at the lower rate than the overall population has a serious mental illness. though are responsible for a lower portion of crime than the portion of population. like wise, when you look at crimes with weapons, which, you know, most of the times will mean guns, again, a crime committed by people mentally ill is underrepresented. and you know what how does the u.s. fit to the picture of everyday shootings. we may not have a gun crime problem that where the mental illness component is exceptional, but the gun crime problem in the u.s. is exceptional. we're not a uniquely criminal society. we're not a uniquely violent society. we have a uniquely deadly society. the level of homicide in the u.s. is especially unusual when you compare to similar. [inaudible] but when we think about the everyday shootings -- [inaudibl

van buren. and until relations broke down between, between the british and the americans, the hope amongst these people including washington and jefferson and all but a few real hotheads like samuel adams or patrick henry was that it would be worked out, but instead of being in a subordinate status, the two jurisdictions would be virtually co-equal but sharing the same monarch. and then, of course, it evolved, and relations broke down. but the, you know, that was the aspiration. then once independence was achieved. it was quite another matter to set up a system that worked. the original articles of confederation were not successful, and at the same time that a committee led by thomas jefferson was instructedded by the continental congress to prepare a declaration of independence and franklin was instructed to try and round up some allies in europe for the revolutionary war that was about to begin or had, in fact, begun, the, there was also a call for a satisfactory set up of confederation between the different colonies. no such thing happened, and what did happen was that washington and franklin convened the constitutional convention in 1787 which began as a matter of resolving a bound
