let me just thank our governor, our mayors, and the region ad n adman -- administrator robinson for being here. my district took a hit in this storm. not as much as other congressional districts. but i lived through katrina and rita. when we talk about damage and things in katrina we lost 1500 lives and learned a very valuable lesson. that was the fema we had during katrina and rita was a fema that didn't work. it has gotten a little bit better but a lot of the rules and i want to be clear because i want the mayor to understand the at lot of the rules fema is operating under are rules set-up by this united states congress. that act is a colossal mess. when i got here, i took my memories of katrina and rita and in introduced a fema reform act. it has not seen the light of the day because it has not been a priority. i would hope both sides come together especially after south carolina and west virginia and the other disasters fema has to respond to so we can make things make sense. i think you have to give the fema administrator the ability to weigh the provisions of the stafford act. it ma
