. >> adrian brown with more on the relief efforts. >> there are 10,000 members of the people's liberation army in the earthquake your zone. they are supported by thousands, coming from not just this province, but other parts of china. in many cases the volunteers are using their bare hands to dig in to the debris. it's happening under the red flag of china. there's a patriotic fervor to all of this. the problem is one of logistics, there's aid, it's getting it to the people. the epicentre is the village whose only link to the outside world is blocked with landslides, it's hampered the relief operations. there's no shortage of help. prime minister has been in the area and promised to give the zone up to 100 million pounds to help the community get back on its feet. the money will be used to rebuild the village, where 70% of the homes have been demolished. the problem the government will have is this. many of the people we have spoken to don't want to leave their homes, even though they are living in a quake zone. >> australia has conducted a dutch company to search for a missing malaysian

al jazeera's adrian brown has been following developments. >> reporter: earlier today local government officials gave a media conference and they said a preliminary investigation has shown that perhaps the explosion was caused by a flame being ignited in a dust-filled room which made it highly combustible and it was enough to see a huge fireball tearing through the workshop. there was a huge explosion that was heard several kilometers away. the bodies of many of the dead have been charred beyond recognition. the bodies of many of the survivors have 80% burns over them. that is testimony to the power of this explosion. now many of the dead were poor migrant workers from far-away provinces. they were working a saturday shift to earn extra money to send home to their families. now china's president has ordered a full-scale investigation. he sent his vice premiere here to oversee the rescue operation and oversee the inquiry and it's said no stone will be left unturned to find out what truly happened here. >> in washington, d.c. house republicans have passed investigation slowing the flow o

al jazeera's adrian brown is on the phone for us. how bad is the destruction there?> the death toll according to state media stands at 175 as of this moment. this has happened, as you point out, in a very, very rye mote region of southwestern china. it's an area that is often struck by earth kwaukz, some deadly in 2012, more than 80 people died. now, this latest jolt was felt most strongly in hunan province. this is an area of china that borders laos, vietnam and thailand. the epicenter was age area known as lewdian county where some 300,000 people liveudian county 300,000 people live it is a mount nones area and a poor one, too. so many of the buildings are unlikely to have been quake proof. communications in this region have been badly affected and state television has shown rescuers rushing to the scene. pictures online as you point out show people being stretchered away and a lot of damaged cars and buildings. he electricity as of tonight is still cut and to be honest, probably it's going to be morning before we know how serious this is. adrian, are you getting a

the plants provides car parts for general motors in the u.s., adrian brown has been following developmentsm beijing. >> reporter: we still don't know what caused this explosion. it happened at a metals factory. now, this metals factory is part of a vast industrial complex and there were several hundred people in the plant. pictures searching on china's equivalent of the twitter show badly burned survivors sitting in groups outside the factory. also pictures of torso in the back of a pickup truck that are charred. most of the people are being treated in hospitals. we don't know exactly what caused the explosion, but industrial accidents in china are very, very common indeed. some 7,000 people died this way in 2012. that's almost 200 a day. and the reason for this say unions, is that safety standards in china are very lax, they really lag behind economic growth. in fact in, this same province just a few months ago several people were killed in an explosion at a chemicals factory. now this is a center for manufacturing and also for electronics and these goods are exported all over the world.

let get the details from adrian brown. the standing committee of parliament has been making the announcement, announcing what they want for hong kong. tell us about what they said. >> well, this decision was made unanimously, not surprisingly, by the standing committee of the national people's congression. what they have been doing is essentially clarifying how much democracy they are prepared to tolerate in hong kong. they have ruled that basically hong kong can have an election for its next chief executive in 2017. china will essentially decide who the candidates will be. they have to be approved by a nominating committee that china will vet. this guarantees that there'll be no unpleasant surprises when there is an election in hong kong. now, china has always said that hong kong would have an election, and this is its definition of universal sufferage, basically a committee deciding who the candidates would be, and no more than two or three candidates. at the national people's press conference after the decision was made
