adrian brown, al jazeera on the china-myanmar border. >>> the myanmar representative from the scenario for humanitarian dialogue. talk to us about the humanitarian situation and how the fighting has affected the refugees. >> sure. this has been some of the most serious fighting, the clashes started over ten days ago. as your report indicated we have had 30,000 displaced and serious impact within the myanmar itself. we have seen a convoy come and you tack, significant displacement. this is a real concern for those working in the country on the peace negotiation is because it does have the potential to derail many years of hard work that have been put in by the ethnic groups in the government to try to stabilize the situation to have ceasefires and political dialogue that this type of event doesn't happen in the future. >> what are the chances of that happening at this point in time? >> well, i think the worrying situation at the moment is this is likely to play out militarily over the next few weeks and the fighting is likely to continue and even worsen. the myanmar military per seefs t

. >> the latest from our correspondent in beijing, adrian brown. what is the latest. we are hoping that there are survivors to be rescued from the fuselage? >> well the taiwanese authorities said in the last few minutes that the death toll has risen to 19. 24 are still missing. the remainder, some of those survivors are badly injured. the reason why chinese state media is many are from the mainland part of two tour groups vacationing in thailand. the aircraft was an a72 operated in taiwan. the same type of aircraft. the same model of aircraft. one crashed in july last year killing 14. there are 54 of these aircraft in operation around the world. you mentioned in the introduction the pictures of the accident were incredibly dramatic. it happened very quickly in a matter of seconds. as you see, the plane is cart-wheeling into view the image, by an on board camera on the countries where there are cameras etch but nobody expected to record an act of this scale. you can see the tip of the wing. it clips the roof. the wing ploughs into the elevated motor way and crashes int

let's go live to adrian brown, monitoring developments from beijing. bring us up to date. the death toll is slowly rising. 13 is the datest. -- is the latest. >> that's right, a few hours ago the official death toll is at two. in the last hour both chinese media and the media in taiwan say it has risen to 13, and is expect to continue to rise. we understand more than 10 people passengers on the flight are unaccounted for. 31 were from mainland china. they were tourists taiwan and flying to the island of kin men, which is off the coast of mainland china, and the only way the mineland tourists can get to the remote island was to flyvia this airline. the fact that there were so many chinese tourists on the campaign was a reflection of relations with china and taiwan. today, of course countries were working in tragedy. there was footage that you spoke of a short time ago showing aircraft and an a tr 72, it's cartwheeling over the elevated section of motor way, before plunging into the river. frntic efforts have been going on throughout. the waters here are quite shallow, so so

adrian brown has more from the province near the border with myanmar. >> the building you can see behind me is a temporary refugee center. normally it's a convention centre in the city. for the past 10-11 days it's been accommodating refugees fleeing the fighting taking place a few kilometres away in myanmar. the refugees have food they have water, they have shelter, but they are guarded by armed soldiers. they can't leave, even if they wanted to. it's interesting to note that these refugees are ethnic chinese, like the people on this side of the border. they share the same language culture of the the armed group fighting in support of these refugees called on beijing to give them aid, but beijing insists it will not get involved in the internal affairs of other countries. that has not stopped the government of mean mar calling on china to ensure that in its words, so-called terrorists don't use chinese soil to carry out cross-border raids into myanmar. we heard the rumble of artillery fire across the border so it's fair to assume the fighting is continuing. that fighting tended to ebb a

adrian brown is following the story. we have reports of fatalities what are you hearing? >> officially the death toll is two. local media say it has risen to nine. it's yet to be confirmed by taiwan's ministry of transportation who are carrying out an investigation into what happened. what has emerged is images showing the moment the plane went down. it appeared to bank steeply after takeoff and clipped part of an elevated highway. at the time it was raining and very overcast. in the shallow waters of that river, a frantic rescue operation is taking place. we know several children have been rescued. others have been pulled from the water. efforts to reach the remaining few continue. we also know that this is the airline's second crash involving this same make of aircraft an atr-72 in less than seven months. in july the same make of aircraft came down in the archipelago killing 48 people. the french-made plane has been accused by the airline for 20 years, and over the world. the fact that there has been two crashes in seven months is essential to the investigation taking p

incredibly there were 15 survivors, adrian brown has more. >> reporter: in taiwan cars often have an on-board camera in case there's an accident. no one envisaged recording one like that - a passenger plane kart wheeling out of the ski. the wing glitching the top of a taxi before ploughing over the bridge. many did not survive, it crashed into the kielong river. rescuers realised the scale of the operation. >> as you can see the head of the plane is in the water. we are ask the army to set up a bridge so we can get near the fuselage. >> reporter: the survivors included a young child. later it would be clear that this would be an operation to recover bodies. many of the missing were trapped in the submerged front of the plane. the aircraft that crashed was on atr62 turbo prop. seven months ago the same aircraft operated by the same airline crashed, killing 48. at a news conference management offered another apology. >> translation: we also want to know what caused the new plane model to crash. i cannot make speculations. >> the atr 72 is made by a french italian company and there are

adrian brown al jazeera, beijing. >> now to ukraine with the latest on the fighting between ukraine and pro-russian separatists. strikes on both sides violates international law. >> it's important to give some sort of context. the town is completely surrounded by separatist forces. it sits at the end of a finger that sticks into that rebel-held controlled area. it's like a lost bastion for the ukraine army. now there was one given yesterday the fighting broke out earlier than had been scheduled but there had been a number of people pulled out from the city yesterday. there was another call for today. that was--it never happened, basically. we went in following a humanitarian convoy that took the risk, and we saw just incredible scenes of destruction, heavy shelling, small arms fire, virtually nobody on the streets. as i say, a town completely besieged. and very worrying for the civilians that remain. a town that before the war had a population of 25,000. and very strategiccally important certainly for the separatists because of its rail hub. it connects the town of donetsk with russia.

more now from adrian brown. >> reporter: this is not the first time there has been fighting between thear army and also the myanmar armed forces. it happened six years ago. on that occasion some 30,000 refugees crossed over the border into china. they were mostly ethnic haan chinese and that is the case now. we're told that some 10,000 refugees have crossed over the border into china on friday. pictures online show thousands of refugees sheltering in blue tents, others are being accommodated in an exhibition center and also a sports stadium. china says they will continue to provide humanitarian aid to those who need it but has appealed to the government of myanmar to try to find a peaceful solution. they were due to sign a ceasefire a number of days ago. that clearly is not going to happen and the worry now is that the fighting will drag on as it has in the past. >>> there has been a rise in tension in indian controlled kashmir. faiz jamil reports. >> reporter: people in the village have come out to comfort the family. he was allegedly shot and killed by security forces earlier this wee
