here's adrienne bankert. >> reporter: this video captures the moment a fun day at the beach turned into nightmare for a california teen. 13-year-old megan pegnini attacked in the shallow surf, bitten on the leg by a sea lion. >> it was just total fear. i started screaming as loud as i possibly could to see if someone could help me. >> reporter: and tonight, as megan recovers, a warning from fish and game officials who say that female sea lion who bit her exhibited signs of poisoning from domoic acid, a toxin found in algae. it can cause seizures in the animals, confusion, even death. >> a sea lion with domoic acid toxicity will act disoriented and behave differently and potentially more likely to harm a human than they normally would. >> reporter: though sea lion attacks are rare, the animals are powerful. in 2017, this sea lion pulled a little girl off the dock and into the water. in the past ten days, the marine mammal center here in california says they have rescued more than 50 seals and sea lions, all of them affected by domoic acid. experts say when you're at the beach, stay away

and adrienne elrod, former senior adviser to the hillary clinton campaign.he's also an msnbc contributor. adrienne, let me start with you, because you've worked on a number of campaigns. how does something like this happen? how does it get out of committee? >> you know, craig, that's a good question. and i think this might be a repercussion of having a small team, you know, maybe some people who have not worked on campaigns before, but this is a very sloppy error for the front-runner of the democratic party's primary process. joe biden has run for president three times, or this his his third time to run. he knows better than to do this. and his staff immediately responded and said, this is an error, we didn't properly cite this. but this is something that you might expect from somebody who has never run for president before, somebody who might have a small campaign staff, tier ii, tier iii candidate. but you don't expect this from somebody who is leading the pack of democrats for the democratic nomination right now. >> especially when the same kind of mistak

adrien adrienne, let me talk to you about joe biden.he biggest threats to his campaign at the moment aren't hi rivals, but hi able to remain disciplined. do you agree with that? do you think his absence hurt him? or was it better to stay above the fray? >> i think it's a of both. he's the rare candidate in this cycle among the democrats who is set his own agenda. he is the front-runner, and nonjust the front-runner, but leading by double digits he generated pivoting as if he was was the general election candidates. it's crucial in the general election and sort of ignoring everything happening in california. at the same time, kasey, california is now a super tuesday day, and it's potentially a problem for joe biden if it seems like he's not focusing on courting the party elders, courting the party's establishment. so i think on the one hand it was smart for him to make his own headlines, but on the other hand he's got to make sure, and i'm sure that he's paying attention to a lot of these states that are very delegate heavy. >> matt gorm

. >> abc news reporter adrienne bankert has the details and a warning. >> reporter: after the girl waseachg r beachgoers to be more cautious around wildlife. meghan was bit by that sea loin. it turns out the animal tested positive for a toxin that likely was the result of feeding on algae and overproduction of algae that was ached. now we know this the california department of public health regularly monitors the california coastline as well as commercial harvest teres of smell fish which include mussels, collapse, scallops and lobsters to test them for the same toxin present in the sea lion. it can cause death bug erratic behavior is quite common as a symptom. once an animal is exposed to this particular toxin leading it to it biting somebody or something. we do know this, that again these citizens are very rare but in 2017, there was a girl dragged into the water by a sea lion. experts again urge to use caution around any wildlife of any kind and the good news is that if you do enjoy shellfish on a regular basis, that food is monitored quite closely but again, it's something to think

good morning, adrienne. >> reporter: good morning, david.ed reaction to this around the country, but in a phoenix courtroom, a unanimously angry crowd that gave a standing ovation to the couple that police suspected of shoplifting. as many as 25,000 residents, activists and community members packed into this church to confront phenix city leaders. >> nobody should ever try to justify what happened that day on that video. nobody. >> reporter: the panel which included the mayor and chief of police came face-to-face with dravon ames along with his pregnant fiancee iesha harper and their young children. the family now at the center of a police controversy made public in this video many say is a demonstration of excessive force. police officers are caught on camera shouting at the family at gunpoint. >> when i tell you to put your [ bleep ] up -- >> i can't. i have a baby in my hands. >> reporter: police say the couple had been shoplifting which led to this confrontation. their 4-year-old daughter walking out of this store with a doll no one had

so adrienne, is this an uncomfortable position that joe biden is in?o give some sort of clarity on the issue? >> he does, mika. i mean, this is not a position -- the position that he shares right now or that he has on this issue is not exactly reflir reflective of the majority of americans or certainly the majority of democratic voters. you know, look, the thing that i think candidates should realize, and we saw this certainly with hillary clinton, when i worked on her campaign in 2016, candidate, people evolve over time on issues. so you can come out there and say, you know, perhaps maybe at one point, this was my position. but i have now shifted to this position and here's why. of course, we saw that happen a little bit with joe biden last week, but it was so hastily done within 48 hours of him coming out and saying that he supported the hyde amendment, then he reversed course quickly and it didn't seem authentic or credible or genuine enough to a lot of potential voters, so i image, number one, this is something that we will see and hear a lot about
