i was on the advisory board in 2006 under heather fong. we spent a year talking about community policing and what it is in creating the definition. some of the things that came up tonight we did discuss and some of the things are not on there. what is important is implementation. a lot of things we talked about over the years i have not been addressed. what happened to us -- we were kind of lucky because we did have a beat officer for seven years, which created a lot of trust. we had a very good experience with the officers. it is more than just a beat officer. it is not just one thing. there are a lot of different pieces that have come together to create the community things. the most important thing is communication. i think seeing our beat officer and the communication he had with everyone created that trust, which led to collaboration. i think the cab is very important. i think we need to empower it. i also think we need the legislation to be able to continue community policing to make it work in the long term. >> my name is david delp

we're also under a high surf advisory. waves were bigger than normal on the coast today as you can see in these pictures from san francisco's baker beach. the coast guard is strongly recommending against boating, and you should avoid going near beaches or other low-lying coastal areas. there's a high wind advisory in place. for a better look at the coming storm, let's go to leigh glaser. >> leigh: we have been having wave after wave of moisture feeding in across the bay area. the storm we're expecting tonight is well off the coast. you can already see it feeding more and more bands of moisture across the bay area. we'll take you in tighter. santa rosa, vallejo, san rafael, san francisco, wave after wave of moisture moving in. oakley reporting moderate rain, and brentwood area, from san jose south hit with a flood of rain, from los gatos to morgan hill and more of the dark green shading, indicating moderate rain. here's the latest satellite radar animation, and this is the low right here and the band of moisture feeding muc

a surf advisory is in effect keeping a lot of boats docked. today's live in pacifica with a look at some of the dangerous conditions out there this morning. marla? >> reporter: brent, good morning to you. if this is any indication, the pier that extends tr the chitchat cafe in pacifica usually opens at 4:00 a.m. to the public, but guess what? the gates remain closed. it is closed, and it will stay that way, because of the high surf advisory in effect through 11:00 p.m. tomorrow night. so that's friday night. take a look at the choppy conditions you saw already several times water making its way up to the sea wall here. folks at the national weather service tell me the advisory extends from sonoma county all the way to monterey county with waves expected 13 to 16 feet high. this does not bode well for the harbor trying to recover from the tsunami surge. the expected high surf could cause even more damage. here in pacifica, some early morning crab fishermen came out as they typically do to do some crabbing but were turned away. is this different

a wind advisory also in effect.far as accidents go and conditions go, moving well between hayward and foster city. other wind advisory effect benicia in effect, benicia bridge and richmond/san rafael bridge. we got a soaking in another area, delays off the antioch bridge heading westbound towards a street and somersville. chp also working on an accident northbound guadalupe parkway before 101. the right lane is blocked and we are seeing delays build in that area. so stick with 101 as an alternate to avoid that area. of course, the bay bridge the trouble spot. reports of flooding as well as trouble spots as you come towards the fastrak lanes. we are going to go live right now to elizabeth wenger, who is at the scene to give us more information. liz, looks like you're getting a good soaking right now. >> reporter: yeah. the rain is actually really coming down. we moved towards the bay bridge toll plaza here because we were getting reports from chp of what they are calling dangerous flooding in the middle lanes in thos
