i am very pleased to read the letter from the gray to green advisory panel. as organizations concerns that the climate will have on green infrastructure and as panelists on the greater green advisory panel to the san francisco climate action plan, we appreciated the opportunity to learn about the city's climate action strategy. we are writing to express our support for the city and county of san francisco's greenhouse gas emissions reduction targets and to recommend that the city incorporate urban greening and green infrastructure into its larger climate planning efforts in regards to both greenhouse gas mitigation and adaptation to climate change. we have a number of specific recommendations, and they are guided by these principles. one, the city, when forming green-space management policies, should consider local ecosystem functioning and climate science, first of all. two, the city should work towards managing and investing in its green infrastructure with the same policy, vigor and performance expectations as it does its man-made infrastructure when addre

citizens advisory committee report. this is an information item. >> good morning mr. -- good morning, mr. chairman. i was appointed to the committee last year. i have been asked by our new chairman davis to make a report on four important items that are before your committee and that have been reviewed by the citizens of 53 committee. those items are items 5, 7 -- 5, 6, and 7. but i will make my comments quickly on five, six, and seven to say the cac voted 7-2 to recommend your committee approved a fiscal year 2011-2012 clean air program projects. we did set for our workers to reasons without approval of the tdm management public proprietorship, which is referred to under item eight as the shuttle program. primarily for procedural reasons. we wanted to consider the funding at the same time that we've reviewed the sar. it was discussed separately on our agenda, as it is yours. during our conversation, two members opposed. the item with regard to the shuttle, public-private partnership, was ultimately passed and is before

as such it was set up specifically as an advisory commission. all of the words in the entire ordinan >> so, certainly we work closely with the southeast community but one is a charter commission and one is a commission by ordinance and the charter authority rests things like facilities with the p.u.c. that is why we support this facility and why we also pay for much of the funds to run it. one of the items in the same ordinance talks about any surplus funds being available to this commission to use. any of our search there's never been surplus funds. if you look at the current year budget the rent is a little under $500,000 and expenses over $800,000 so the p.u.c. subsidizes the annual operation and pays for virtually ail the large capital expenses. without the p.u.c. involvement there would be no funds to take care of this facility in the way it is taken care of. i'm not saying it is taken care of the way we want but the extent is because the p.u.c. subsidy which wouldn't be available if we didn't own the building. >> i think that is very helpf

we have actively engaged folks working as our city advisory board. they reflect the makeup of the district. vicki rosen, angie, the president, tonight with us, members of my cpad. julie and steve and amarlene tran from visitation at valley. -- marlene tran from visitation valley. in ingleside, it is no different. people are being victims of robbery, assault, based that they are walking around with ipods on, cell phones, been distracted. we came up with an informational fliers. everyone has small cards in front of you. they are done in english, cantonese, and spanish. and basically, we put them up in businesses. we take them wherever we can and try to get the word out, not just to tell people to be alert in their surroundings. this is one of the best examples of the police and the community working together. ingleside is home to critical infrastructure. that includes the city college, the police academy, the water storage facility. officers may pass on calls to those areas each day. traffic enforcement is one focus we have out here because we have see

item number7 is the drug abuse advisory board. this group has not met for at least the last four months ended has been over a year. this is considered obsolete and is not contain a sunset clause and can only be dissolved by the board. item 8 is the children's collaborative task force which was created in 2007, it never had its initial meeting due to in court reasons. this is considered obsolete. they never had their first meeting because they could not meet a quorum. item nine is the arts task force. this is achieved their purpose and submitted their final report in april, 2006 and they wrapped up their final meeting in october. i've spoken to the task chair who agrees that this is not absolute and is not contain a sunset clause. if you have any questions, i am available. i want to say that the clerk of the rules committee does spend a significant portion of her time refilling of the words and commissions every year. to root out the obsolete bodies and in addition to informing the public of the vacancy notices as they arise in ord
