i'm just curious, i know you've been on this committee or advisory group for a few months, but what's been the most surprising thing for you? >> the number of hours committed to the position, perhaps. there's been a lot of meetings in terms of gathering input from the community which is necessary. i think upcoming the next few years are going to be extremely difficult because the word that's been coming down on federal funding is that it's going to be cut again, unfortunately, for the next fiscal year. they are trying to communicate that to the community-based organizations that are currently receiving cdbg funding and other federal sources of funding and try to figure out the best way to prioritize our resources so we can continue to get enough support for what the community feels should be the priority, whether it's family support services, housing, economic development and a number of other issues that this funding supports. >> thank you. is there any public comment on this matter? oh, i'm sorry. there's another applicant. i'm not finished with the item yet. so miguel penn. miguel.

the police department and the department of public works and the 3-1-1 board and advisory board, so many folks that have participated and bringing us together to make sure that we are taking a responsible approach towards dealing with graffiti ban throughout the city. i want to thank city attorney, herre herrera, in particular that will spend a lot of time collecting restitution and dealing with issues with this legislation. and i want to thank ed miskin, from the eta, and mohamed urer, and mrs. kelly, and chief of police suhr and director of finance. and the san francisco police department that is in charge of managing a lot of graffiti cases, and the gab members, the san francisco arts commissioners and staff and artists and san francisco beautiful and its members. thank you all for helping to craft this proposal. i want to give a little background about the reason why we came together to really address this particular issue. according to our knowledge and legislative analyst, it costs the city close to $20 million annually to abate graffiti on our buses and property and all throughout

when weighed against customers losing services, the advisory group proposed the model. staff recommended and tag supported the proposal to have it initially run on its current alignment on 11th street rather than on division where it was shown in the original proposals. it's a tough call. we heard from stakeholders on both sides. we heard the idea from connecting from the rainbow market along division, but ultimately the travel time was better on 11th and the land uses were more conducive to transit. that's something once we implement we could modify. the policy advisory group recommended not to pursue the proposals including the extension to vallejo which was controversial and as well as 56 and 66. the recommended modifying the 61 and 43 and 58. i will walk through those briefly. >> the original proposal of the 26 would have extended the length to haight street. under the advised proposal we would change the relative frequency but not modifying the route. the six would run about a 12-minute and 6 l would run about every 7 minutes. we have concerns from folks in the low

weaver here, dan weaver, the chair of our citizens advisory committee? >> if i could, while he's making his way up, i just wanted to emphasize a couple of points. first of all, we're obviously in a much better position than we were a couple of years ago. so, there's a lot of things contemplating in the operating and capital budget that weren't even probably thinkable just two years ago. that said, we still have pretty significant unmet needs, both on the operating side and on the capital side. so, it's with kind of cautious optimism that we present this recommended budget to you. i do want to just point out a couple of things because i don't think that we made them clear in the presentation in terms of what we're recommending in the operating budget versus what we talked about previously. one thing that -- recommendation that i have removed is the increase, the proposed increase and the discount fare in the second year of the budget. initially we are proposed increasing from 65% discount to a 50% discount so. , the discounted fast past would go from some
