supervisors, could not vote to designate a landmark unless the preservation advisory board had recommended it to the planning commission and the planning commission had recommended it to the board of supervisors. supervisor maxwell was interested inland marking the old shipwright his cottage at 900 innes street today earlier on our agenda, item number seven , i believe it was. we allocated some money to clean that sight mac up. and the good people of india basin and up on the hill wanted to see that area preserved, but a developer bought it out of bankruptcy and wanted to rip that thing down. years later, in 2004, because of politics, because the mayor at that time appointed all the members of the landmarks board, even though the community wanted it, even though it was worthy of preservation, they deadlocked 3- 3, and it cannot come to the board of supervisors. later on, we went to the voters for the charter amendment that created the historic preservation commission, and only then were we able to landmark the shipwright cottage which is now part of india basin shoreline park and i want to tell that little piece of his

we go to our citizens advisory committee and it comes to the commission. the commission in its leasing policy adopted on july 9th of this year and adopted every year or two years has a policy and says ok for major site the executive director is authorized to wave the license fee for art that were not already using it or leasing it for another purpose that furthers our public purpose of attracting people to the waterfront so it's a benefit to the port in that manner and that there are no other uses planned for this space and this time. it's about six spaces. the pier 14 is one of those and it's not the successful one of them. artists come and finance are here because it and identified these top space force this. we look at qualities of our art is well and this is something we see as we go forward with a set of hard guidelines and mater time. that was the bulk of it. we employed the arts commission with their fee to manage this process and set up a selection panel. i believe we received 200 initial proposals and a nation wide search and it was narrowed down

then schematic design review through advisory committees would come back to the port commission for approval in december. prior to that, we'll be working on the parks and open space agreement. the contract between the port and management entity to manage parks. we anticipate coming back for that item in october. and that is the end of the presentation. so looking forward to public comments and all of use comments. >> thank you. >> we have one public comment. bruce edgett? >> good afternoon, executive director for berks s, president brandon, commissioners. my name is bruce agette and i'm speaking in support of the mission rock development. for identification purposes, i'm a native, a ten-year resident of mission bay and a rep on the south neighborhood association. over the past seven years, i have worked to be involved in the planning process for the mission rock development. together, we provided input on this project which helped to shape the project we see today. it strikes a delicate balance on the amount of parks, desperately needed housing, neighborhoods serving retail and office space.

i am the president of the advisory council to the aging and adult services commission. i have been asked to make a few comments about the work of the council that we have bee have bg for seniors and adults with disabilities. i wanted to briefly state what the council does because we are probably not well-known within the city. we advise the commission on all matters relating to the development, administration and operations of the area plan which comes out of the older americans act including needs assessments programs and budgets relating to the well-being of the population served within the scope and spirit of state and local regulations and laws and ordinances. we have 22 members, one from each district and 11 appointed by the commission at-large. there are 22 of us on the council. what i was asked to do is provide demographics because i think this speaks to what you have been talking about. older adults are the fastest growing age group. nearly 30% of those in san francisco will be a senior over age 60 by 2030. currently one in four san franciscans are seniors. we h

commission meeting. chief and i met with the advisory board on the 14th of august. we meet with them a couple of times a year to get their input and assistance. and they're incredible volunteers. and they're really go-getters, so we appreciate them. speaking of nert, the 30th anniversary will be commemorated on october 19 at st. ignatius high school from 8 a.m. to noon. so ericka is ramping up for that. in terms of the fire department employee groups, chief worse, chief biello and myself have met with the employee groups for the first time. we've completed that. and we will -- we met with ems officers association on the 15th and we will continue meetings with each group and we're not sure if we're going to do it tri-annually or biannually. we don't know. we'll see. the new station 49, the ambulance facility gate, we have been in numerous meetings and have gotten really great working relationship with michael bard lows the artist, and it's going to the arts commission. they were going to do a few more little tweaks we asked for, but we're pretty good with it. we're g

the commission engaged regional stakeholders and greater public engagement process. they created a stakeholder advisory committee made up of local government officials the forking industry advocates low income communities and others. the commission charged this group with a recommendation on where we could use tolling to have addressed the potential impacts. including managed lanes tolling all lanes and filling bridges. after detailed analysis managed lanes like high occupancy toll lanes filled by the wayside. it basically did not find any location where these would offer significant congestion relief. what the committee ultimately recommended was two options that could significantly reduce congestion. first variable-rate tolling on i-5 through the core of the portland metro region. the research institute ranked this the 28th worst truck bottlenecks in the nation. it tolling would be implemented in conjunction a really object congestion.lieve tolling could help pay for this and other improvements. a second, told at or near the abernathy bridge. this section of 205 is two lanes in each direction and we
