a year ago there was a piece of legislation introduced by my colleagues aguilar and congressman hurd,funding smart border security including technology, including personnel, and in places where it makes sense, physical barriers. then in exchange we're getting additional resources to process claims to deal with the route issues happening in central america and to get passes for daca. i can tell you that will not happen without reopening the government. >> so lindsey graham suggested reopening the government for a short time. listen to him. >> before he pulls the plug on a legislative option, and i urge you we're almost there, i would urge him to open the government for a short period of time, like three weeks, before he pulls the plug. see if we can get a deal. if we can't by the end of three weeks, all bets are off and see if he can do it himself by emergency powers. that's my recommendation, but i think the legislative path is just about shut off. >> does that suffice? the reason why the government is closed is there was no agreement on funding to keep it going. is what he's saying p

let's ask pete aguilar who is one of the 17 members of that congressional committee. good to have you with us. chuck fleischmann was speaking with john berman a few moments ago and he was optimistic coming out of day one. how are you feeling? >> then i'll agree with my colleague and be optimistic as well. i think we heard a lot of similar themes yesterday out of the discussions and so we need to pick up on that, create a little momentum and work to fashion a solution to avoid another reckless shutdown. >> that's the goal, obviously, avoiding another shutdown. but there's going to have to be some give and take, as we know, from both sides. how much of the discussion was centered on that on day one, here's i'm willing to maybe move a little on? >> well, i think yesterday was more about opening statements and letting the american public know where we stand on these issues. i think now we'll work behind the scenes and have more public meetings in order to get to that compromise. >> the president drawing a redline, as you know, yesterday morning before you even started you
