cnn can also confirm that the faa ahas placed a temporary flight restriction over the site of the explosion in boston at the request of law enforcement. it has a radius of three nautical miles from the site and extends from the surface to 3,000 feet. i'm joined here in studio by jane harman, former congre congresswoman and chair ever the house intelligence committee. congress wox, we have been through a lot, certainly not as house intelligence chair or ranking member, ins departments like this. in fact, i believe this friday is the anniversary of both waco and the oklahoma city bombing. what's going through your mind as you watch these events unfold? >> well, i'm concerned. a signature of al qaeda, if this may be al qaeda -- and we have no proof yet or some associated organization -- is near-simultaneous attacks. yes, there were at least reported so far several bombs that went off along the route of the marathon, but there may be other things at other sporting events or in other cities that are high targets. i'm looking at peter bergen who is sitting across from me, and he's nodding. >> jus

the problem as michael say is when you have this totally mushy legal framework that says aha!, whenever we unaccepted persons in ot bama administration, i used to be in the obama administration so i have a lot of sympathy for them but whenever an unspecified person in the obama administration decides that you, bob smith or whoever it is in fact a combatant in the war on al qaeda and its associates, a pretty murky concept itself, that suddenly we're no longer in the land of constitutional law, we're no longer in the land of ode protections. the law of war governs and poof all bets are off and anything can happen. and it's really kind of irrelevant if we think we can kill that person once we say they are a combatant by bopping them on the head with a plank versus a drone strike is irrelevant. the scary thing is once you have this incredibly ambiguous and infinitely flexible sort of legal theory that says when we say you're a combatant you are a combatant, end of story, nobody ever gets to investigate or second-guess us, that's the problem. >> but where the technology comes in is

>> you know, i don't know that i'm going to buy it down 111 points -- >> aha. >> well, think about iti think there's one reason why you have to be invested long-term in this market right now. and that's investor psychology. everybody's been talking about a 5% to a 7% pullback, being healthy for the market. but every time we see 2% or 3%, it's the end of the world. people are running for the hills. you know, i've been doing this for 16 years. never have i seen my clients so nervous about a run up. that's included the tech bubble that we had in 2000 and 2002, the housing bubble, times where they should have been worried about a run-up, they were okay. but, today, they're just so nervous, because they've been pre-conditioned from this long, bear market to every time there's a little bit of a pullback, they're ready to run for the hills, and there's a lot of money still on the sidelines or very hedged out for that reason. >> yeah, billions. >> another note about investor psychology, which i want to stress here. bond yields are falling away, which is not consistent with stock market levels
