nbc's julia ainsley with great reporting. great to have you. thank you. >> thanks. >> for more on this latest twist on the russia investigation, let's bring in byron mcquaid and nick akerman, special assistant watergate prosecutor. it's always struck me as odd that at no point during the course of this year in which this was a front page top of line story that russia's possible responsibility for dnc hacks, that anyone from the trump campaign if i cans up the phone and says wait a second, what's going on here. how does this information add to your picture of what they were up to? >> yeah, i think it's a very significant piece of reporting because, you know, it's not illegal per se to fail to tell the fbi about these overtures. but it's certainly a threat to our national security. and it's a failure to be vigilant in protecting our national security. but as julia said, it also is this concept known by prosecutors as consciousness of guilt. why would you not share this information with the fbi when they specifically asked you to? well, one reason

and as far as the government shut down, it seems, ainsley, that we're heading towards, you know, anotherapes ains i don't think punt. >> i don't think that's going to happen. the republicans are going to push for that so they can go home for christmas and come back in january. we haven't seen a shut down. it's very rare to see a shut down. last one was in 2013. i doubt that's going to happen. republicans really want defense spending and democrats are saying yeah, that's final. if you are going to do defense spending we want more money for nondefense spending. we are talking about billions of dollars for relief in puerto rico and the folks hit by all the hurricanes this year. whether or not we see that i don't know. republicans don't, you know, of course they want to help other people, but it's a lot of money to be spent. so, they are going to have to come to a compromise on that. i don't think it's going to be a shut down. it's very rare that that would happen and worse case scenario i think c.r. and come back in january and fix it. >> bret: continuing resolution. peter doocy outside whe

nbc's national justice reporter julia ainsley and a political analyst. julia, the "washington post" about possible strategy for the president and his team if michael flynn accuses him of wrongdoing. there's a question of how to interpret a report like this. on one end, you might look at this and say isn't that only common sense if he tells prosecutors, look, he did something wrong, who wouldn't say he's lying? >> i think garrett picked up on a very important point in that the trump legal defense team would not want michael flynn to hear at this point that they are going to throw him under the bus. particularly they would rather be dangling the idea of a pardon so that he wouldn't want to expose all the information that he may have learned. again, he worked on the campaign, the transition and in the white house. he wouldn't want to give all that information because he may think, well, these people are still on my team. perhaps i could get a pardon in the end. they would rather have that in his head as he goes in to cooperate rather than have a story like

joining us now, julia ainsley, national security and justice reporter for nbc news, one of the reporters broke that story today and jill wine-banks special prosecutor of watergate and contributor. julia, this seems to be a very focused target of robert mueller's, staring at the 18 days, wanting the know each day why did you keep him another day. >> right, lawrence. so what we understand just based on the questions that mueller's team has been asking witnesses recently is that they're really focusing on the time that passed between the time that don mcgahn, the white house counsel, got that warning from sally yates that michael flynn might be compromised, subject to blackmail lying to the vice president about the contacts with the russians saying that he did not, in fact, discuss sanctions and he did. right now, mueller is focusing in on this and he has the key tools in order to do this at this point because as you know michael flynn recently pleaded guilty to lying to the fbi and has become a cooperating witness. right now, robert mueller's team in the key position where they have got on

nbc's julia ainsley is following these developments back in washington. so yulia, thank you for being here. so here's what "the post" says about this. the reporting on alleged harassment but an unnamed attorney and alleged groping by a civil division lawyer by an unnamed u.s. marshal. the officials were given awards even after the complaints were made against them. the ig report was released in june. explain why today this is getting so much attention. >> hallie, the washington office says they allow you to get more details on this that outlines in general terms what is going on. but if you think about this report coming out june 1st, that was after a month that the doj was just royaled by the firing of james comey, the appointment of special counsel robert mueller, and it was before the harvey weinstein case that brought national attention to the conversation of sexual harassment. >> there was the #metoo movement that happened on december 2. one of the things the ig report talks about is that it is not easy to take a doj employee out of the system. expla

here to talk about all of it, julia ainsley. jennifer rodgers, former assistant u.s. attorney for the southern district of new york, these days executive director of columbia law's center for the advancement of public integrity. welcome to you both. julia, i know you mentioned one of our producers, this is not the first meeting between team mueller and team trump. it's just that this one and the timing may be the most interesting to date. >> that's right. and it isn't unusual defense and the prosecution to meet during a trial like this. it this seems to have higher stakes because of what the president wants out of this meeting. he, of course, wants to be can exonerated. he wants to remove himself, all the while not caring if the train goes forward on other people who may have worked with him. he just wants to be removed. i think the lawyers are promising him this, of course, to keep him calm, to keep him from issuing other tweets or do something else that could be damaging to himself, both his presidency and his case. >> so, counsel, i know you can't speak to this mee

national security and justice reporter julie ainsley and national political reporter mike ma mowly joins me in the newsroom. mike, rona graph, if anybody knows him, she's been with him for decades. she is the person you need to go through to get to donald trump. you might recognize her name having heard it pop up now and then in the russia investigation or pop up with that p.r. guy. should i ask her about this. to get to donald trump you needed to go through rona. >> what sort of questions will she be facing? >> we know about the interviews that happened with the house intelligence committee. they were behind closed doors. they're voluntary interviews. they don't press them or compel them to answer questions. first of all, this is happening in new york today. most of the interviews are happening, the members of congress are asking the questions. this is the second interview this week happening in new york. i know of a handful of members attending but not all of them. this is a sign democrats say of the interest on the part of republicans in wrapping this up quickly. they've had so many d
