clean air programs required by the clean air act. however, due to this current recession, state and local governments are increasingly strapped for resources and are finding it ever more difficult to carry the federal government's share of funding this responsibility. because of the continuing adverse impacts of this recession on state and localities, air agencies will continue to make more painful decisions such as reducing or cutting air programs that protect our public health. so in other words, we took 10 steps forward and now we're taking 20 back. mr. chairman, i have seen firsthand that clean air grants are effective. when you consider in an area of mine that's home to 16.8 million people and it's one of the smoggiest areas in the nation, the south coast air quality management district is one of the air pollution control agencies for orange county and los angeles urban areas, riverside and san bernardino counties as well. clean air agencies also assist companies in being able to help them to comply with clean air act regulation

it's an assault on clean air. it's an assault on conservation. it continues the assault that was begun at the beginning of this year with h.r. 1, to completely dismantle our environmental protections. and i confess to you i just don't understand the motivations of our colleagues on the other side of the aisle. do we not breathe the same air? do we not drink the same water? do we not traverse the same beautiful terrain across this country? i can't imagine, i can't fathom what the motivation is to engage in this wholesale attack on our environment. let's look at that attack. they're proposing to cut the e.p.a.'s budget -- this is the agency that is charged with protecting our environment -- to cut that budget by 18% below 2011 levels and 40% by 2010 levels. i come from the chesapeake bay. i grew up fishing for crabs on the eastern shore of maryland. my grandmother lived in salisbury and that's where we used to go during the summers. this would be devastating for the chesapeake bay. it cuts funding to the chesapeake

a lot of concerns about the air quality because there was so much smoke in the air and there are a lotemicals in that smoke. this is where it happened, the yard. you can see the fence there, the chain-link fence, just melted over and part of that still smoldering this morning. and if you look just to the side of that, you can see that big pile of plastic crates. that is what was burning. they were about two stories high and so when you look at the video here, it looks like there's a building burning but it's actually just a huge stack of plastic crates. after this fire broke out at around 1:00 here yesterday at macro plastics in fairfield, it burned hot. thick, black smoke could be seen from more than 50 miles away, like san francisco and sacramento. the fire was fueled by the plastic produce crates. the theory right now from firefighters is that a worker accidentally lit one of the crates on fire and it quickly took off into a five-acre fire. >> you don't have enough water, you said, in order to douse that heat. >> yeah. it's difficult to have enough water on site using all three hydr

air quality management. we are getting an air quality advisory and that has to do with the fact that that high pressure ridge is making its way into the forecast region and is pretty much suppressing all of the air. things like hair spray, gasoline, anything like that can certainly affect us and will stick around in the atmosphere a lot more. as we take a look outside, we can see we pretty much see clear sky conditions. here is that high pressure ridge building nicely, holding over the region. this really increases the daily highs, so we do have that heat advisory. we also do have that spare the air advisory as well. definitely you want to be taking precautions, because we do have all of these unhealthy air quality indices in effect for tomorrow. our current temperatures, warm all around. concord at 93. fairfield, 89. santa rosa, 86. pacifica currently at 63, along with san francisco. it's a bit cooler there. this evening, we can expect temperatures to range from the mid-50s to 90s. sunny and hot inland. sun

that cloud is still rising in the air. we still have some people who have come up and they've been concerned about where the smoke is going to come down. ktvu chief meteorologist bill martin with more on how the wind will affect the smoke coming down, bill. >> reporter: sal as i look at the plume behind you, you can see the plume tilting more aggressively. when this thing started the smoke was going straight up, there was very little wind. as you look at this picture, the smoke is beginning to pull out toward the valley, toward the west slope of the sierra nevada. you can see the plume, see how it's tilted off. that's good news for the local residents. because as the wind kicks up it will push the plume off into the distance. it'll defuse much more rapidly and be a better health situation for those around and even out in the valleys as it blows out with those winds. winds right now are blowing about 10 to 15 miles per hour in the area. they have just come up out in fairfield, i have a wind west at nine and i have some wind
