air force. so there is plenty to talk about today and i want to thank all of my colleagues for being here. with the announcement earlier this year of a document that i think most of us find very persuasive, secretary mattis's national defense strategy, which laid out a new strategic approach to addressing military challenges. this committee has a new lens to which to ensure the lines of effort in this nds are focus and supported by the congress. i certainly support secretary mattis's efforts in this document, the national defense strategy and appreciate that the topics we discuss here are framed in how they support the nds, especially in how we address potential peer and near peer conflicts with china and russia. with congress passing its first on time authorization for the first time in over 20 years in an appropriations bill for the military for the first time since 2008. it sends a timely message to both our adversaries and allies that a bipartisan group of senators and members of the house a

first and most important is the top objective of the united states air force. and really the department of defense as a whole under secretary mattis. and that is the restoration of the readiness of the force. when i returned to federal service, i'd been away from national security for a time. while i worked on it in the congress, i was president of a university in south dakota. so i was focused on inflicting calculous on young adults instead of studying national security things. one of the things -- there are a number of things that surprise me coming back to the service. one is the decline in readiness levels of our forces. so it was clear to me, as it is i think to most people in the pentagon, that restoring the readiness of the force had to be our number-one priority. this last spring, the chief of staff and i, general goldfein, asked a group of people from across the service to come together, about 50 people, they spent 6 weeks together in a windowless basement room of the pentagon looking at readiness, and not just in a superficial way but really doing a de

and the lieutenant general commander of the air force sustainment center department of air force and the admiral, director warfare office department of navy. thank you for being here today. we appreciate your time and viewpoints. recently there have been alarming rises in noncombat accidents, from 2013-2017, a manned fighter, bomber and helicopter accident froze nearly 40%. resulting in the loss of 103 service members and aviation mishaps. of the incidents, 20% of fatalities occurred with three accidents involving legacy inter-theater aircraft, c-130 h hercules, k c-130 p and p2 eight greyhound aircraft operated by the puerto rican national guard, u.s. marine corps reserve and navy active- duty respectively. considering these three mishaps involved legacy aircraft, it is my fervent belief that the services must do everything possible to ensure the safety of flight. to this and among the things they must consider is the recapitalization and modernization of the oldest and most honorable legacy aircraft. a review of air force inter- theater airlift portfolio shows services on track to

i am the secretary of the air force. my response is to organize, train and equip forces to a combat commander. it is not my role to talk about and it would be inappropriate for anyone to talk publicly how to deal with a particular threat. it is not -- i'm secretary of the air force, not a combatant commander and not a combat pilot. it would be inappropriate for me to speculate on that. >> let's move on to the space force. former secretary of the navy sean o'keefe described it as a solution to researching for a problem. he said in a recent speech we have responsibility to develop a proposal for the president that is bold and carries out his vision for a new space command. what exactly is his vision as you understand it? >> let me talk a little bit about what to do in space and what the challenges, what is the problem and the challenge we need to address. what do we do with space? we have 7 missions, whether from space, missile warning, we detect missiles from space, gps, the air force's 77 satellites on orbit, 30 of them,

so we have take for example, four air forces, we have air force, navy air force, army's air force and the navy's armies air force which is the marine corps aviation. why do we have all of this and a lot of times they are buying similar platforms but they are buying them separately, a lot of redundancy but that's by design. so, it's good they are trying, experience says you can't bank on savings. one of the things they said with this budget release over the last year, i think jacobson was on the record, the chief management officer of saying that they were planning on $46 billion inefficiency savings over the next five years. that is baked into the budget. they are already assuming that. if they can generate 46 billion inefficiencies, over the next five years, they either have to come back and ask for $46 billion more in funding or they have to five $46 billion in cuts. so, that was an ambitious target and they said targets for fy 18 and 19 which they don't appear to be close to meeting, but the bigger issue looming for fy 20 and beyond is they assumed a lot of efficiencies in the top

air force for anything. the question becomes, how do i keep the advantages of scale but still have the advantages of the nimble start-up? how do i get the nimbleness too? i want to absorb a punch because of my scale and i want to be able to dodge a punch because of my nimbleness. well the way you stay nimble is by making decisions fast. in a 20-person start-up company the decision making speed is so quick and that's why they're so nimble. then in a big company or a big organization like the air force, that decision making has a tendency to speed. you get high-quality decisions. i think sometimes people think the decisions are low quality. i don't think so. you just get them slowly, which is a problem. the way to fix that in a large organization, this what is we do at amazon, is we acknowledge that there are two types of decisions -- there are decisions that are -- we call them two-way doors, they are decisions where if you make a decision, you walk through the door, and it turns out you made the wrong decisi

that from air force officials in the last hour that say that tyndall air force base suffered widespreadhic damage after taking a direct hit from hurricane michael. the storm damaged at least three f-22 stealth fighter jets when it ripped through tyndall air force base. each jet cost around $150 million. the pentagon released this new video showing the extent of the devastation. think of it. 3,600 people live on this base. it's on 15 square miles. there's not a single structure on the entire base that is liveable. it's if largest training base for f-22 fighter pilots in all the country. mike tobin is live in callaway, florida, eastern suburb of panama city. very close to panama city. just a couple miles from tyndall air force base. mike? >> unfortunately, shepard, we heard from the commander of the 325th fighter wing, that word catastrophic applies to the flight line and the structures at the air force base. tyndall is hope to the fighter jets. $143 million per plane. because they're fast moving they can get move of them out ahead of the storm. but some of those aircraft will be down for
