so we have take for example, four air forces, we have air force, navy air force, army's air force and the navy's armies air force which is the marine corps aviation. why do we have all of this and a lot of times they are buying similar platforms but they are buying them separately, a lot of redundancy but that's by design. so, it's good they are trying, experience says you can't bank on savings. one of the things they said with this budget release over the last year, i think jacobson was on the record, the chief management officer of saying that they were planning on $46 billion inefficiency savings over the next five years. that is baked into the budget. they are already assuming that. if they can generate 46 billion inefficiencies, over the next five years, they either have to come back and ask for $46 billion more in funding or they have to five $46 billion in cuts. so, that was an ambitious target and they said targets for fy 18 and 19 which they don't appear to be close to meeting, but the bigger issue looming for fy 20 and beyond is they assumed a lot of efficiencies in the top
