socom and the air force. you heard chief of staff of the air force talk for a number of afas now about what we have been heretofore been calling command and control. they call it multidomain battle and it's kind of evolving into multidomain operations. now, the thought is of course wedding multiple domains. the key is in the title, and special operations, we have a term that we use called the hyper enabled operator. the hyper enabled operator is the nexus of soft and space and cyber. and really kind of the mental picture that has been laid out for us is we had a command sergeant major in 2003 came back from a direct action mission and kind of drew a sketch and said if i only had the following, and he had kind of a sketch of an f-16 with an ac-130, the one orbit of mq-1 we had back then. a little wrist watch that could have some connectivity, some awareness that would really enable that operator on the ground to have the situational awareness to know what he was going into. but if you look at that sketch today

first and most important is the top objective of the united states air force. and really, the department of defense as a whole under secretary mattis. and that is the restoration of the readiness of the force. when i returned to federal service, i had been away from national security for a time. while i worked on it in the congress, i was the president of a university in south dakota. south dakota school. so i was focused on inflicting calculus on young adults instead of studying national security things. but one of the things that -- there were a number of things that surprised me coming back to the service. and one was the decline in readiness levels of our forces. and so it was clear to me, as it is, i think, to most people in the pentagon that restoring the readiness of the force had to be our number one priority. this last spring, the chief of staff and i, general goldfein asked a group of people from across the service to come together, they spent about six weeks together in a windowless room of the pentagon, looking at readiness and not just in a superfic

it doesn't stay in the air force. it goes to other classified activities and agencies. >> let's talk about another force, your latest briefing for csic is about the cost of the space force. what are the estimates on the space force? >> i went and looked at a bottom up estimate if you create a space force, what's it going to involve. the vast majority of the funding for a space force would be transferred out of accounts that are already existing today in the services budgets. most would come from the air force, since the air force does most of the space activities today, about 85% of the funding year to year, and so you would move all of that into a new budget, so that's neutral. it doesn't add overall to the budget. then you do have to add a new headquarters, staff on top of that for a new service, and create a new secretariat staff for a secretary of the space force. my system were depending on how large you scope this space force, the additional cost is going to be from $300 million to about $550 million per year. i

i went to george air force base in victorville, california. there i was an assistant operations officer, instrument instructor pilot, and test pilot. i have to say i did not have any problems during my whole career in the military as far as being a minority. none whatsoever. even the guys in the squadron in japan, the ones that said they were not going to fly with us, they found out we were good. we were very good. we were better than they were. the reason we were so good as a group is because of our training. everything they did, the instructor did, was trying to wash us out. you just made us better pilots. like i said, everything had to be perfect. we were good. we were the best. we proved it overseas. we were the best. we came back to the states and had the weapons meet in 1949. we won that approved we were the best there. i like to use the word "best." >> what year did you retire? in madison, wisconsin, in may of 1949. familyi retired, i had a to support. before retirement, i started looking for a job. i interviewed with united airlines. t
