it's a big week for the air force and the north korean summit. we very much appreciate you being on c-span's "newsmakers." heather: thank you. susan: gentlemen, let's start with the space force. what's the reception going to be in congress. let's start with the house of representatives because it's got the policy component and a funding component. on the policy side, the new democratic head has a big air -- big air force base in his district. what will reception be by the armed services committee and the appropriators for this? dan: i look at this with great interest and a lot of question marks at this point. the house was to a degree able to push through a space corps proposal prior to the president weighing in on this. but that was at a different time when we didn't have a democratic majority and i think a political landscape there has shifted enough where it becomes a lot more of a question. robert: i would say one thing that might work in the favor of this proposal is the fact that they seem to have paired it down -- to have pared it down fina

i am the secretary of the air force. i don't have the same kind of power of the presidency that the white house has. by bringing this forward and saying we going to do something different, creating new force, do it in a cost-effective way, has made is a central element of what he wants to do as president. him for bringing this to the floor in a way it was not before. >> madam secretary, i would like to ask about this is situation on the korean peninsula. there will be a summit between american and north korean leaders. i am wondering if in the context of the air force, exercises with a long history in the area, whether there is room to change or reduce those exercises. the air force strategic presence ion without diminishing the strategic effect. >> we will always be ready. that requires planning and exercises. there are times when we do training and exercises of particular flights to send a message about what our capability is. those those are part of a whole of government effort, the air force is tasked with certain cap

i'm witness standering the degree to which this has affected or will affect the air force role? ms. wilson: we organize, train and equip forces. the combatant commander tells us what forces he needs and we send them over. but with respect to afghanistan particularly, the air force has been very heavily involved in afghanistan over the last year and one of the things that to me is very different, really changed in my decade or more away from the military is proficient intelligence combined with air power has really, really helped both in afghanistan and in the fight against isis. we'll respond to the combatant commander requirements and provide the forces they need. >> final question. >> with as much time as we have, what's the current status of kendall air force base following the hurricane? what sort of initial steps have you been able to make? ms. wilson: we have moved some money around within the budget to try to do the initial recovery. we have some operations that are back there but we will need supplemental support from the congress to recover that base. and we think we do need

starting with the air force. when you look at the air force's programs, the air force is clear about its priorities. its priorities are already geared towards peer competition type conflicts with the f-35, b-21, kc-46. these are the capabilities you want for a big competition. i don't think we will see change in the air force. the air force does have some problems to grapple with. it has a lot on its plate with even just the programs that i have mentioned already. it has a next tier of priorities that with the budget influx i think now it looks like it will be able to afford. how to shape those next year priorities. i'm thinking of the trainer and some replacement and some of the space capabilities to the extent the air force has responsibility for space. how does it shape the strategy? one of the dilemmas the air force has is inherently it's operating a lot of what it does on support of the other services. it's going to be paced by the decision making of the other services and by the decisions they make on what

at the air force academy it was 39%. so that would suggest to us that there is not the confidence in the academy leadership that they -- that their safety will be ensured if only half or less than half have confidence in it. so that's something we should drill down about later. mrs. luria. >> okay. thank you for being here to testify today. and i'm trying to go through you know some of the comments that have been made and rectify these in my mind versus my personal experience being that you know i was -- attended the naval academy and spent 20 yeerps in the fleet and as a commanding officers having to deal with these situations are for sailors working for me. there is several comments made. but i wanted to touch on this in the center of the hearing but admiral carter and i discussed it earlier this week. how does this compare relative to the fleet or to our active forces? and then, you know, are there any lessons that have been done more effectively within the fleet we think we should transfer back to the academy setting

air force. in her long career, marcelite harris broke through race and gender and leaves a legacy of achievement and inspiration. lester holt has her story. >> reporter: major general marcelite harris didn't envision making history, just wanted to be the best, serving in the air force and repairing planes in vietnam. she told an audience at the b.e.t. 2010 award show she was determined to break barriers. >> it was wonderful. they said a woman can't do this job. being told that i couldn't do a job just because i'm a woman, that is probably the silliest thing you ever heard. >> reporter: she quickly moved up the ranks, becoming the first female aircraft maintenance officer and one of the first two women commanding at the air force academy. by 1995, she was the first black woman to earn the rank of major general. harris retired in 1997 as the highest-ranking female officer in the air force and the highest ranking black woman in the department of defense. she worked in the white house under four pre
