the majority of the air force force structure. how do we react to future force which is more survivable in a highly contested environment. we didn't make that a main focus but we came to similar conclusions. >> defense daily, two quick questions for the panel. and anything about the light attack experiment was wondering if your analysis to consider that effort to be dead in the water, or any reason you don't think that is a viable inclusion in the future, and allies getting more f 35s, into your analysis for u.s. air force needs. >> minor study focused on resources and time, to dig into these niche capabilities, some of which were in special operations, they did not analyze the light attack, doing experimentation is very prudent with this method. in terms of fms the synergies of working with allies and partners are extremely compelling especially sharing a lot of training already, jet pilot training as well as aviation leadership program and the extent to which we can train our ally and partner aircrew and then have them potential

at andrews air force base. an air force base that i dare say every member of this senate has had the occasion and honor to visit from time to time. i'm -- i've got in my hand the budget request from the air force for a project at andrews to help the servicemen and women who work there, and their analysis says -- and i quote -- not providing this facility forces members to use more expensive, less convenient, and potentially lower-quality off-base programs. these off-base child development centers typically cost $9,400 more than on-base, creating a severe financial strain on military personnel. that's what the air force says. an additional $9,400 a year for militarymen and -- military men and women who we now are not getting pig paychecks. but that's not all the air force said. they went on to say in their justification for this investment, quote, quality of life will be severely degraded, resulting in impacts to retention and readiness because airmens and their families will not have a safe and nurturing enviro

the air force has been giving us this 2015 figure.was actually closed throughout september 2015 through mid-may of 2016. so that's a big chunk of time that they really couldn't have been staying at the resort. on top of that flights into prestwick airport, the civil airport that the former secretary referred to earlier have increased about fivefold since 2015. overnight stays in the area have gone up from 40 in 2015 to 220 between 2018 and 2019. so obviously the amount of options available are also going to be pointing more towards turnberry as those figures go up. so we don't know right now what the exact numbers are in terms of when, you know, how many times they have stayed at turnberry since 2017. but i think what the house oversight committee and what the air force now is trying to do is say we are in a pretty unprecedented situation here where we have a president who owns a resort now that the air force crews are lodging in with regularity. >> and you've been doing some incredible reporting on this being very persistent to follo

air force air crews, but civilian air crews or whoever kind of stopped at the airport, to turnberry. and we have since learned that the airport has actually been doing a lot of the bookings for the air force now -- fast-forward to 2017, 2018, 2019, has been doing a lot of bookings, accommodations and travel for turnberry from the air force. so while we don't know whether or not there is an existing agreement in place between the trump organization and this airport, which is necessary for its own survival to kind of send business to turnberry and have military flights coming into the airport, whether or not that is actually an agreement to send the air force crews specifically to turnberry or whether they just send them there when the per diem rates kind of lowe it, but the fact is that this raises questions, and i think this is what the house oversight committee wants to get to the bottom of, of whether this symbiotic relationship wean between the military, the airport and trump's resort is helping dheep property afloat. >> here is another question for oversight, and that is, has the

i talked to a senior air force official today. he was not aware of this but i laid out the facts as we were able to uncover them, and his response was, quite frankly, wow. that's really weird. that doesn't sound right. why would they do this? so the question in my mind is, is there some message from above that you guys got to start staying at this resort, spending money on trump properties, or is it the brass trying to please the president? either way, it's probably not a good thing but i do think there is a discussion going on now and the pentagon is going to be under a lot more pressure to answer the house committees, which they haven't done in more than two months in this particular issue. >> very quickly, if they don't answer, if the military continues to stonewall, then what? >> well, then i think you need to go to the most aggressive tactics because, again, if there was an innocent explanation for this, and there may be, wouldn't we have heard it by now? and, of course, we've seen the way this president operates with the wea

we did have that option to victims within the air force. as far as shutting down an investigation that is -- because of a victim's preference, i think that's generally a good idea. there may be those cases in which it's a multiple victim case in which it should be investigated anyway because of the other individuals involved in a particular case. >> i'm going to follow up quickly on that because osi wouldn't know there's no other leads other than the victim until they did a full blown investigation, correct? until they talked to everybody and they were able to say there's no other way of getting evidence. >> unless a third party complains or another victim came forward. >> ma'am, i support that ability to claw back and retaining some of the ability for the commander to act and respond as needed. obviously, you'll always want to continue to provide the resources needed for the victim. continue to allow the expedited transfer ability and just try to get that victim in a position to recover -- adhere to what their preferences are and allow the

i know the air force is the outlier on this. because we look at the probable cause standard and the referral standard and take into consideration the wants of the victim and when we evaluate whether or not that probable cause standard has been met and we have the cooperating victim, we choose to go forward. i know that is not necessarily -- excuse me -- what every other service does and i respect that they have the right to differ in their opinion. what i would say to that is that we have a lot of cases that go forward and evidence is developed as we're going forward. evidence is accumulated. we're gathering information. and we are going out and again as i mentioned before we should be corroborating every fact of consequence that you can, that the victim asserts in her testimony. if you're doing that, you can get convictions in cases that you didn't previously think -- that you didn't previously think were a slam dunk or taken into consideration that there was -- that there was a probability or high probability of a conviction.

an air force transport.nd they parked the airplane and we get out and look around. and never seen this place before. and go in the hanger and there's these beautiful little silver migs. a half hour later, a fame mouse guy, chief of projects, says come on, dan. let's go flying. he climbs in one and puts me in one and sits on the front canopy. and said don't worry about the instruments. as long as they're in the green everywhere. try that one on. so anyhow, how, 30 minutes after we landed, stripped in and rolling. and the hardest thing about flying one is taxiing. and now i won't get into. very difficult. the only mistake the engineer made were there. but we got to validate the tactics that we had all come up with against the real thing. so graduation day, the first class, i said i got a surprise for you. put them on there and said follow me. we went up to area 51. the students took them on unbriefed, unknown, the real thing. you know, you hear them. i won't tell you what they said. and they get to prove their
