operations command that has spent his entire career in an air force that has such a thing as the air force special operations command. i really kind of grew up and came of age during the formative years of the special operations forces. the 20 year period between 1980 in the failed iranian hostage rescue mission and the turn-of-the-century, those were really the formative years for me and then the last 20 years have really been defined by the post 9/11 era. as i look back on the 30 years around the special operations forces, we've had a couple of inflection points. point was clearly the catastrophe of desert one and what that sparked over the next 20 years for the nation special operations forces. during those 20 years we built the modern capability that we have today. and those capabilities were characterized by a couple of different things. one, we were geared towards andt-term prices contingency responses. when we went to war, it was typically for a very limited duration. some action that was over in days or weeks and then we would come home and reset and get ready to do it again.

so when we consider for a moment that the average air force fighter is 30 years old, with the air force has decided to do is focus 20 years down the road in their are and efforts and holding them at russ to deal with current problems with an air force half the size of what they used to have. so we think that is problematic, we think there is a reality in the services in terms of embracing the great power of competition implies but they have not really made the changes necessary to come up to speed on that. they are currently unable to meet their refueling requirements giving their age fleet of kc aircraft. and the kc 46 has significant problems. so the air force is still deciding to retire existing reform -- refuel before the replacement is going into the field and we have to question some of the decision-making processes behind that. one more example on flight hours, if you are not driving, you won't be a good driver. if you are not shooting you won't be a good marksman. if you are not flying and aircraft and you don't gain and regain and sustain those skills of being competent in a co

i am in air force rotc. is there any advice you would give for people in rotc or people considering joining the military after college that want to make a career out of it? adm. mcraven: i also went through the rotc program, the naval rotc at the university of texas, and my son went through the air force rotc at clemson. it is phenomenal. you get the opportunity to get a good military education as well as a more liberal education at the school you are going to. the one thing i would offer you, when you get into rotc, it is important in any organization to learn the basics. that is what rotc does for you. little things like learn how to wear your uniform, learn the ranks. you can't be a good leader unless you understand the basics of whatever organization you are going into first. your rotc time will give you that opportunity, and probably also the opportunity to travel a little bit. take the time to talk to the enlisted men and women in the rotc unit, and take those four years as you would at any college to
