that is what happened when the andrews air force base deal came to the house. it also occurred in economic terms because we've gone through a 15-year period where the gap in income across the country was growing. so there was a lot of us who wanted to see a budget deal that would reflect that realization as well. the reason that went down in the first instance, when it came from andrews because newt gingrich rounded up republican votes to kill it. ordinarily, he would not have had enough votes to do that. george miller and i were the ones that raised the most objections about the pack thaj camepackagethat came out of andrews. i'm going to do a ross perot by using a chart. the top chart separates the population by income. it shows what the irrelative impact on different income brackets of that package. we felt that because it relied too heavily on increasing the burden for those at the bottom, we were uncomfortable with it and voted no. the deal that finally passed looked like this on the bottom. as you can see, the larger burden had been shifted to higher incom
