. >> the chief of the national guard bureau which means a member of the joint chiefs of staff and officer for overseeing the army and air force national guard combined the total strength of half 1 million airmen and soldiers under his supervision and command and he is the distinguished airmen and fighter pilot, texan, formerly of active-duty air force in the 1990s and did a number of students in various positions, sometimes in more of a guard capacity, sometimes full time and for the last eight years have been at the leadership of the national park bureau in washington, now as its top officer, we are privileged to have him today as he prepares for imminent -- in the rotc entry, the graduation from the rotc program was 1981. he has been serving his country long and very well despite his youthful appearance he has been at it for quite a while and we wish him well. before we do that we look forward to a rich conversation at the end of which we will handle some of your questions if you wish to email events@brookings.edu. some opening thoughts on the state of the guard and health and responding to the birx crisis in the unit

national guard. >> i think number two is the truth. i think that both -- both chiefs of the army and air force that i work with have all seen the reserve components and the national guard an integral part of their force. back to the operational force, when they use you, when they deploy you, they see value in investing in you and they then free up money that gives you training. they free up money that buys you new equipment and gives you dollars to keep it ready because they see operational utility from your force. and that's just fundamentally changed in the department of defense particularly since 9/11. and, you know, i told you that story about showing up to texas, you know, and i said i'm going to make this the best fighter squadron in the world, we could have gone to war and supported the effort and we could have, you know, credibility done what the air force asked us to, but you might not have wanted us to be out front and the lead unit in a package to downtown baghdad or anywhere else. but i would tell you that today, tonight, if you had a national guard unit over there doing some

each service hasn't reserve and the general is in charge of the national guard for army and air force so there's a total of six. they encompass 800,000 personal. if we have 2.1 million force, right now we have 800,000 reserve component of 450,000 or national guard, 350 reserve. but that number grow even up to 1 million? we have basically close to half of the military and reserve component, close to have in the active force. i'll be intrigued to see if that is asked next year but now we have questions from the audience and one starting from specific but important part, wondering if social distancing and the disease have had bad effects on your maintenance, ability to keep aviation units in good shape or are you able to maintain readiness despite restrictions from covid-19 artial shutdown? >> we've not had a large reduction in our readiness as a result of covid-19 and stranger, i would offer we make changes to how we did business to prevent an infection of any given unit, they maintain smaller groups that they come in in the day, some, at night, minimize the actions between the groups a

guard,lley: the national really we are talking about air force police and the army national guard is part of their mission task list, most of the ground units will be trained explicitly in civil disturbance in support of law enforcement. those would be infantry units. from early military police. the d.c. guard explicitly is trained in that. you get refresher training throughout the year and throughout the weekend drills. they are trained. not every single unit, but the ground force units that are most likely to work in civil disturbance and support of law enforcement are trained. work thatciate the the guard gave the d.c. authorities and 30 other cities. what i hear from our constituents is how appalled they are that the church was burned. afl-cio was torched, memorials were defaced. action needed to be taken in restoring law and order. i appreciate what the guard did to support law enforcement. with that, i yield back. esper or general milley, can you explain to us the command structure, how it was set up? we had the national guard working with national police as well as park police

state is proud to support three army installations and the men and women of the kentucky air and army national guard. last fall i hosted defense secretary mark esper in kentucky to speak with the fort knox community. he called for a renewed commitment to supporting our all-volunteer force, including military spouses and their families. the ndaa advances that goal. it will authorize a new elementary school at fort knox. this construction, paired with progress toward a new middle school at fort campbell, will continue making kentucky's installations a welcoming roam for military families. -- home for military families. this comes on the heels of the new fifth corps headquarters. this mission brings more than 600 additional soldiers to kentucky in support of u.s. operations over in europe. they'll join fort knox's already impressive list of significant commands, including the army recruiting, cadet, and human resources commands. the fifth corps will find a premier installation made even better by this ndaa. our bill also authorizes the construction of a new headquarters for the kentucky national guard.
