>> do you think that you can try and accept me for me? >> life changing moments... >> my future is in my hands right now... >> from oscar winning director alex gibney, a ground breaking look at the real issues facing american teens on, the edge of eighteen only on aljazeera america >> you're absolutely right, that the state has been trying new ways to limit access within the confines of the constitutional standard that we have by using this facade, as we discussed earlier, of women's health. because they will be more acceptable to the public, and even perhaps to the courts reviewing them, and now we're seeing the courts behind it realizing what's going on, and they are imposing an undo burden to reduce the constitutional standard for a women's right controversy. >> since roe, more than 40 years ago, that decision hasn't stood unstressed since that time. have there been other cases that have brought it? >> there have been many decisions since that time that have altered the landscape, and even the 1991 decision gave the state the ability to make the decisions to protect the health and welfare of its citizens, and we have to remember that it's not as if one morning the louisiana week up and decided to pass this legislation. it was authored by a woman legislature, and upheld in the circuit court of appeals by three female judges and this is something that has been upheld and supported by women for the health of women in our state. and it's not something that has been isolated to a few people and organizations. the 5th circuit court of peals, an all-female panel, said it's about the continuity of care, and that's a decision that people want to forget about that was made as repeat as april. that is the standard of a decision right now in the 5th circuit on the texas law, and that's a very important decision, and we can't forget that. >> i understand your appoint about the continuity of care, and the reason you put forth to make these clinics more capable of handling a wider range of complications, but earlier in the program, juliana said this is a solution in search of a problem, and can you see that in fact, there are very few of the kind of complications that you suggest that these clinics have to be prepared to handle? >> sure, when other outpatient facilities in the state of louisiana years ago were told that the physicians had to have privileges at local opts, was it because of some drastic public health issue with amazing complicationed? no, it was because the state of louisiana saw that the complications existed and they needed to put these protections in case. why should -- >> we lost our satellite connection with louisiana, and we'll attempt to reestablish that. elizabeth nash, what has been the national landscape? have there been states that have gone pretty far down the road making if hard inside of the state lines to get an abortion? >> absolutely, we can look at places like texas, but we can go much further, north dakota, south dakota, nebraska, kansas, arizona, oklahoma, mississippi, louisiana, all of these states have made it incredibly difficult for women to access services in just the last few years. >> how do they do that westbound the language of roe? >> they have taken it very lossly and adopted restrictions, such as a 24-hour waiting period. and then they make a trip to the councilor, and then a trip 24 hours later to receive the abortion, and they limit how she can pay for the abortion, and pile on the restrictions one after another such that at one point, it gets too high for the women to climb and too high for the providers to offer services, so they don't overturn roe at all, but keep adding more and more restrictions, even when an individual restriction is upheld, you put them all together, and it becomes a very difficult mountain for a woman to climb. >> does it boil down to geography? very large population innings the dakotas and nebraska, and once you take a couple of clinics out of the mix, it may mean driving what, 500 miles? >> arizona is a very good example. we lost about a dozen clinics in arizona. you can only access abortion in urban centers. and rural women have a very difficult time accessing services, and so do working women. they have to take time off of work, 60% of women have to arrange for travel, and all of this on top of the cost of the abortion is felt. it's expensive and takes time. and some have to take weeks to come one it. >> benjamin, is there an impact that the one that you might get passed louisiana may have, more heavily on women less mobile or have less money to travel to another stateora another part of a large state? >> certainly, that's a concern that can be brought up, and we want to make sure that in all parts of our state, we can't say that unsafe abortions are here, and safe abortions are here. we don't create different standards of scare, depending care depending on where people are. we don't say that in this part of the state, we should have certain forms of care, and other parts of the state, we should have lower forms of care. that's not how the state operates. it's the best thing to protect the health of our citizens, and it passes legislation to that end. this legislation was voted on by an overwhelming number of louisiana legislators, females, males, democrats, republicans, and the people of louisiana see there's a concern here, and our state has the ability. and we have the responsibility to protect the health and we welfare of our citizens. that's why this was passed. it's not two sets of star standards. >> we have to take one more short break in today's program. and when we come back, we'll continue our conversation in the battle of the courts over the right to seek an abortion, and how the laws vary from state to state. this is "inside story." stay with us. >> welcome back, i'm ray suarez. the legal front lines and the continuing battles over access to abortion this time on the program. and still with us, juliana gorman, government relations for the center for reproductive rights, benjamin clapper, and lugs betting nash, and elizabeth, i'm wondering to a degree if intelligence not taken over by events, the debate of clinics, because more and more women are terminating their pregnancies using prescription drugs. >> to some degree. we have a medication abortion, which allows women to end their pregnancy early in pregnancy, and it's very safe and fda approved and that in some ways could help us access services in rural areas, because we could use telemedicine for women to end pregnancies there. but i wanted to talk about safety. we know that abortion is incredibly safe in this country, and we also know that all of the evidence that the courts have been reviewing recently, they have found that there's a marginal difference if there are admitting privileges or not. and they're saying that there's really no difference if the state has bridges in the type of care that women receive in abortion, and clinics have emergency protocols in place. they want to protect the health of their patients, and they have put together emergency protocols, so in the rare case that it requires hospitalization, women get the care they need. >> benjamin nash, the idea that more women will end their pregnancies another home with a book of instructions and some pills. >> well, the form of abortion that i believe she's referring to, the law requires that that be done in a facility. and that's a significant procedure, though it's a medication abortion, a doctor needs to be there on-site and our law protects that. we have to remember that abortion facilities are selling abortion at $450 per abortion, and often more than that. they have a financial interest at stake in selling abortions to the women of louisiana and our nation. the state of louisiana, we don't have any interest? [ sobbing ] >> that's "edge of 18" this sunday at 9:00 p.m. eastern. well, they're all looking at college but for many graduating seniors the road ahead does not include a college degree. enrollment across all types of colleges has dropped an average of 1% last year. the hardest hit are four-year, for profit schools financ . part of the problem is head count. there are simply fewer high school seniors graduating today. donachiedon, just a little earlier we had a conversation with a labor economists. we were discussing what we all know. college education is expensive, and is it worth it. if you have a bachelor's degree or highing, your unemployment rate is half the national average, so clearly it's worth it. >> that is correct, and, in between people with high school diplomas and college degrees two or four year continues to grow. investment in most secondary education continues to be a good deal for most students. >> i wouldn't necessarily have thought that a proportional decrease in the number of kids graduating from high school would result in decrease of the number of people applying to university. i would have thought that would mean more seats available, more access to people. but that's not how it's working out. >> that's correct. probably the biggest driver is just plain there are fewer people graduating from high school. but another part of the story is that the composition of the graduating classes are changing. there has been a large influx of latino immigrants over the past decades, two decades. many of them, not all, i don't want to engage in stereotyping, but many will come from families whose parents have not gone to college. many of them have not graduated from high school. in some cases english is not the first language spoken at home, and we're going to see a 41% increase in the number of latino students graduating from high school. we know from a good deal of research any time you have low-income, first-generation and you add to it english not necessarily the first language spoken at home, a smaller percentage of those students are going to go on to college. you have a double effect of declining number of high school graduates, and an increasing number of first generation low-income students being a part of that class. >> is that going to remedy itself? yo will that remedy itself with the next generation or is this a problem that we have to be looking at? >> no, by the time latinos reach generation status their post secondary education participation is the same as other kids. >> some are getting creative in finding students to come in. we know that ivy league schools are not having a problem. able to recruit from a broader pool, many international, but it's the schools in the middle. the non-public non-ivy league schools that are having a problem. how are they generally compensating for it? >> you have the for-profits and the not-for profits, and they're going down different paths. we don't know what path for-profits are going to go down. i think it's a combination of demography, and i think it's unfair to paint all for-profits with the same press that some have gotten, but that press has affected the interest of students attending for-profit institution misof in the not for profit institutions, the lesser known, the combination of costs and more institutions competing for students i think is also causing a problem. has and will continue to cause a problem for the not-for-profit privates that are not well endowed. they're not large or household names. >> what a pleasure talking with you. professor of ation at university of finished bloomingto >> consider this: the news of the day plus so much more. >> we begin with the growing controversy. >> answers to the questions no one else will ask. >> why did so many of these people choose to risk their lives? you need construction materials and you need concrete in particular. >> this is true. this was an agreement announced by the special u.s. coordinator to palatine and to israel. for the peace process. he announced in front of the security council just two days ago, and he said there was an agreement brokered by the united nations and the united nations is party to it between the government of the state of palestine and the israeli government. the essence of this agreement, the borders between the gaza strip and israel to allow for a massive scale intersection of materials for reconstruction and addressing the catastrophic situation that exists in the gaza strip. of course we don't know yet the details, but we're looking forward to addressing the catastrophic situation in gaza. meaning more money you have 300 truck loads of food and medicine, now we're talking about more to degrees the needs. you can't have verification systems so that you can slow this process. it has to be something that is so big and to do with very quickly. >> can that be agreed upon? >> i met with them and they told me that they're optimistic. extra optimistic because we know the situation in the middle east. but be that as it may he feels that this is going to be a lar larger stal scale than normal. there will be a meeting on the 12th of october in cairo in which major donor countries will be converging there to try to raise at least $6 billion because the amount of destruction and can i catastrophe is billions of dollars. >> and before things could be rebuilt there could be more trouble. how do we address this? some donors say i don't know if there is a long-term settlement here. because clearly it is not long term. >> that's true. we need a political arrangement to be put in place. my understanding that the egyptian government might put forward the invitation to talk about all the other issues to have a sustainable cease-fire and to deal with other issues that they do not deal with the first time that they have the discussions here. now in addition to that we believe that the international community has to look at gaza as one component of the bigger picture. the bigger picture all the problems that we have including the reparted war in gaza and the catastrophes in the west bank is related to the continuation of occupation. the occupation has to end to allow for the independence of the state of palestine so that we can enjoy the two-state solution. >> i spoke to someone who said that there was an agreement between hamas and palestinian authority, but since then there seems to be growing tensions. >> there has, but we put an end to the division between us, and the government is the government that will carry this monumental task for the rebuilding of gaza, and it is also leading on the political front for a position by the international community to decide on a time frame to allow for the indians of the state of palestine, therefore to have the reality of the two-state solution. >> you're not concerned at the moment that the disagreement with hamas will occur. >> we have a tremendous amount of challenges, and it is not an easy proposition, but the palestinian people and own political factions are determined to allow the national consensus government to prevail and show the responsibility with regard to the rebuilding of gaza and the political front. >> am basis der, good to see you again. am basis deambassador rhead mansour. >> i'll look at russia interprets the reluctance to get involved in ukraine. >> western sanctions are forcing some of america's biggest oil companies to stop work in the art i can. exxon memorabilia is slowinexxol is slowing down arctic drilling. this news comes after president poroshenko met with president obama asking for military aid. the question is how far the u.s. is willing to go to support the ukraine and the extremely obvious answer seems to be not all that far. sure the u.s. has blending $46 million in non-lethal aid plus $7 million in additional humanitarian aid. but poroshenko is not getting the heavy weapons for his army that he wants and he's not getting support from nato forces. even though there is a cease-fire in place in the region right now we still don't know what russian president vladimir putin is going to do next. the coming months could be decisive in determining what putin's new rules will be. she's the author of "sale of the century: russia's wild ride." thangood to see you from toronto. petro poroshenko said to congress blankets don't win wars. the pictures is worth more than a thousand words. is it or does poroshenko need weaponry and more military back up? >> look, i think all the supports that we can give to ukraine is helpful. and financial support is very helpful. support getting through the winter and helping ukraine solve it's energy dependence on russia is absolutely crucial. what i think president poroshenko is emphasizing this week in washington, in ottawa is that we must not be fooled into complacency. poroshenko is a moderate. he describes himself as the leader of the party of peace in ukraine. you know, he's the guy who has done this compromised deal with russia, but he's concerned, and i think rightly, there could be a further russian push. we need to listen to that. everyone wants this problem to just go away. there are so many other problems in the world. you're talking on your show about the problems of the western middle class. that's all true. but the world doesn't go away just because we want it to. >> the issue is what happens next? we've heard a number of eastern european countries say that their flow from russia is diminishing. poland said there is less gas than there used to be. we know that the weather has not turned cold yet enough to matter. the president of georgia being at congress and being told by john mccain, we got your back. we saw petro poroshenko being invited to wales where the nato leaders were meeting. we've give off the vibe that we're with you, ukraine, just not always with you, depending on what you do. >> well, we're with you except you're going to have to the fighting yourself, and it looks like for now you'll have to find the weapons yourself. i think we can expect pressure on a few fronts. if you said that outsiden energy front and there were reverse gas flows from poland to ukraine. that's when we see the cut back in the supply. and we had an estonia official abducted in estonia who is now being held by the russians. that's a real concern. there has been pressure in central asia, worrying statements from russian officials about the ethnic russian authorities in kazakhstan. it could be on a couple of fronts. eastern ukraine where those russian led separatists are in place and poroshenko has done a deal with them giving them straight status for three years. >> you know, poland, you talk about estonia and the estonian president has been warning everyone to be careful. there are going to be nato exercises in romania. the fact is that they took this estonian guy. is that not a violation of the so-called article 5 that says that nato has got to act? >> well look, i think that what we're going to see, and the anything that we have to be really worried about, i think we're going to see lots of probing and pressure from russia. what we find in crimea was not coming in right away with tanks that had russian flags on them, but sort of a more stealth hybrid war scenario to make it more difficult for us to judge what's the moment when we say this is our red line. >> it's not like the old days where an attack was clearly an attack. now it's not clear what an attack is. at a fundraiser last week president obama said ma america does very little raid with ukraine and geopolitically what happens to ukraine does not pose a threat to us. i don't know what the context he said it, what is the biggest threat, isil or russia. do you agree with that?
