right now alameda county pays the state $500 million to house each juvenile offender from alameda countynew plan and he's asking for a whole lot more money. it will cost $6.25 million a year. the probation department has another idea. that's to take youth offenders back and put them here under local supervision. then ask the state to chip in to $150,000 per offender. right now alameda county is building 140-bed facility that could handle this. but before any of it is approved it would need a judge to okay it. in the meantime a disturbing trend on crime. a survey by the journal pediatric finds one in three americans will be arrested by the time they're 23. a similar study a few years ago found 22% of youth would be arrested by the age of 23. they're now getting arrested for drugs and domestic violence. unlikely offenses in the 1960s. >>> there soon could be changes to the three strikes law. they want to place an initiative on the ballot to scale back the law. it wants to place restrictions on who qualifies. right now offenders could be give an life sentence in prison. the group says taxpa

live in alameda monty francis, nbc bay area news. >> thank you very much.an francisco police have arrested a man accused of kidnapping and raping a woman in oakley one week ago. 45-year-old steven clark was taken into custody after he was spotted at the intersection of goff and geary in san francisco. he has been booked into jail on kidnap and rape charges. earlier this week clark was the focus of an intense man hunt when he was spotted near san diego. a strange and dangerous story from santa clara today. police say they found home made guns, bombs, and ammunition at a home afteromeone heard gunshots at the house. 45-year-old daniel pabats was arrested after police negotiated with him to come out of his home on rosemont drive. investigators discovered four improvised explosive devices, three home made guns, five blow guns, and hundreds of rounds of ammunition when they searched the house. the santa clara county sheriff's bomb squad had to dispose of two of the devices after they were found to be unstable. neighbors we spoke to today told us he and his wife

alameda creek is are we don't have the same level of protection. a lot of the watershed is in santa clara county. our county approached a sister agency in santa clara county and they agreed that we should work with just the one and they would provide out reach. we have been doing this now for just over three years. as a consequence, they provide a really unique opportunity to work directly with contractors and agencies to implement the project. the first was to provide outreach up to the top of the watershed and to contact the private land owners and talk about easements. the goal is to not make all of this green. we just want to see it protected. we have been very busy for the past five and a half years and that has cleared all of our environmental permitting hurdles but we continue to protect the resources in this watershed. when it became clear to us that the mitigation requirements would extend both in time and increase the dollar amount come we knew we had to take this back to our commission. greenough that our permit conditions drove the date

alameda county firefighters responded to the scene at 11:30 last night and they say when they arrived to the power lines were arcing in the street. it took 30 minutes for the crews to put out the flames and fortunately nobody was hurt. >>> in oakland a tree came crashing down on some power lines and a truck on bridge avenue. police responded while pg&e crews made the repairs. no reports of any injuries there either. a high wind warning remains in effect for the east bay hills. >>> time now, 6:03, northbound 101 after a wind related accident a car smashed into a tree. police believe high winds knocked down that tree and they are still not clear if the driver was hurt. while traffic is moving you may see debris. >>> 27,000 customers are still without power in the santa cruz mountains, in the east bay 1200 customers are affected as well. in the south bay 880 and north of the golden gate, 185 people without power and san francisco, they are not reporting any outages and they do have extra crews, they hope to have the power restored by the afternoon but they do warn there could be extended

cannonballs just like these were launched from the alameda county firing range all the way through a dublin home. that wasn't supposed to happen. kron4's reggie kumar tell us more. >> reporter: alameda county sheriffs investigators say the homemade cannon myth busters used to conduct an experiment misfired and sent a cannonball flying through the air. it travelled 700 yards before hitting the driveway of this dublin home smashing through the front door and slammed through this wall near the stairway. it went through the master bedroom wall where a woman and child were asleep at the time. the cannonball then exited through the back of the house and travelled across the road, continuing on a path of destruction. it hit the roof of this home on bellevue circle before stopping after crashing through the window of this van. sergeant j. d. nelson says he's glad no one was hurt. >> they had some safety measures in place. there were barrels of water that this ball was supposed to pas through to slow its trajectory. the cannon failed to hit that mark. it had a misfire. this is a homemade cann
