amy hollyfield is in alameda with the latest. amy? >> look behind me.hey proposed off the area and they are calling it a crime scene. they do have a man in custody. they actually had to rescue him, first, he was on a balcony and they used a ladder to get to him and get him out of the building and now he is called a "person of interest" in the fire investigation. the fire call came in at 2:47. firefighters say they had to go into a defensive mode and it was too big to rush in. a couple of residents say they had to jump off of their balcony to safety with a total of seven people inside the building that has four units. some of them say a man who lived here had threatened to burn the place down. he is mentally unstable. >> i amendment beyond...he was on a rampage all weekend. this could have been avoided. crazy. crazy. >> he is in the back of a police car. officers put a blanket an him to protect his identity when our cameras tried to get a soft him. they say he is a "person of interest" but it is still under investigation. all of the residentses are okay

alameda city fire says they have rescued one person so far.s in a second story apartment. the cause is under investigation. we are on the scene and we'll bring you more information as it becomes available. here's some video. according to the fire department, this fire broke out at around 3:00 this morning. we can tell you is it's a two alarm fire. one firefighter was slightly injured. he was transported to an old local hospital. we are also being told by the public information officer that one person was rescued from this fire spread as far as the cause of the fire, it's unclear right now but i can tell you the public information officer just confirmed. one person is in custody. i had a chance to talk to one person who lives inside the apartment complex as she claims there was a mentally unstable person living inside of that apartment complex and he may have been the source of this fire. that's what they're suspecting. as i said the public information officer did confirm one person in custody on this fire. firefighters continued to battle this

alameda county is doing an enormous amount of work we're tracking those closely. in 2016 there will be 8 other counties included san francisco we anticipate will be one of those counties in 2016 so what we're doing now is to take this time to get ready to learn what's happening in the other 8 county ies so that we can do the best possible job for all of the people who are going to be transitioning to this demonstration project in san francisco. san francisco is what is known as a two plan model. we have the san francisco health plan which some of you may have heard of which is the public option and we have anthem blue cross which is the commercial plan and we have a third option the pace program provided through on lock so those 3 options will be available for the target population that i mentioned older adults who are dually eligible and they will enroll either by choice or they will be passively enrolled. let's talk about numbers. the numbers of people we're talking about in san francisco the dual eligible medicare dual eligible means medicare and medical over 1

jr joan is in alameda tonight and talked with a neighbor of the arson suspect who has lost everything. >> but the water damage and the smoke and the fire from the ceiling and the walls, it's just -- it's taken everything. >> reporter: kennedy is talking about what her apartment looks like almost 20 hours after it went up in flames. holes in the roof, black soot everywhere and walls missing. >> it's a whole another picture now that i can actually see it for myself. first i thought maybe some of the stuff was salvageable, but it's not. >> reporter: her story has been well documented. we talked with her wednesday morning, minutes after she jumped off this balcony to escape the flames. her neighbor is the man accused of starting the fire. as to why he may have done it, it's unclear. but she says he has mental problems and hasn't been taking his medicine. that suspect lived in this apartment right next to her and her son, one that is now destroyed. she says her apartment looks similar to this one. thesely baskets are all that were salvaged out of the apartment. right now, she is trying to
