of months ago we talked about how there was a 43% increase in the number of people living in alameda county who were homeless in the past couple of years. today we saw the breakdown of that. there were 8000+ homeless people living in this county. more than half are here in oakland. >> we are not going to be able to solve this problem alone. everyone needs to see themselves in this crisis. >> reporter: mayor libby schaaf is calling on neighboring communities to see these numbers as a wake-up call to build more housing. >> these increases are not unique to oakland, the arthritis county, they are throughout the entire state, and frankly they are taught the entire west coast. >> reporter: the numbers show 12 of 14 cities alameda county have seen a jump in cases. san leandro saw the numbers quadruple but oakland has the vast majority of the homeless population. in 2017 oakland had 2765 people identifying as homeless. today the number is 4071. >> i'm glad to see the number is higher. that is more reflective what is is happening in oakland. and hopefully can get more funding. >> reporter: candace

a new report from alameda county says the number of people living on the streets went up by nearly 50% in the last two years. that means oakland has a higher per capita homeless population than san francisco. during a one-night survey in january, volunteers attempted to count every homeless person living on the street, in cars and in shelters. the everyone counts report, that's what it's called, found oakland has more than 4,000 homeless people. when people were asked why they were on the streets, most said it happened after they lost their jobs. the mayor of oakland, libby schaaf, isn't surprised by the staggering numbers. >> i talk to our unsheltered residents in our parks and sidewalks, i meet people who went to the same high school i went to, who actually grew up in the very neighborhood where they are now living in that local park. >> the mayor says the city plans to open a six cabin community near the border of chinatown and jacquelin square later this year. she's called for a more regional solution. county supervisors recently held a meeting with all the mayors of alameda county

elaine is the executive director of everyone home serving alameda county. the number is so incredible. is at the high home price contributing or something else? >> i would say the housing market is a primary cause. oakland and berkeley are the cities with the highest rent increases in the last two years in the bay area. the whole bay area is suffering from this crisis but particularly in alameda county because rent increases have been so high. >> so 43%, a lot of those people are homeless because they cannot pay the rent. >> that's right. it is an economic problem. people want to talk about it as a behavioral part bluhm but the causes are that the rent is two high. when we looked at who was homeless for the first time in our recent count and asked them when they lived before being homeless, 82% of them were living in their own rental housing or with friends or relatives. they had places to live. is becoming increasingly less affordable. >> elaine, i think when people hear that number, a 43% increase, it is shocking and sobering. what are tangible solutions?
