alameda fire department with this fire. it happened on ranger avenue on the west side of the island around 3.15, first responders about an hour to get under control and produce thick smoke that lingered in the air for much of the afternoon. firefighters are investigating what started this fire. >> a jury has ordered the city of oakland to pay former oakland police chief anne kirkpatrick. 1.5 million dollars kirkpatrick could sue the city saying she was fired in retaliation for blowing the whistle on wrongdoing at the oakland police commission, the payment will cover one year of kirkpatrick salary. plus attorneys fees and other litigation costs as part of the settlement. the city denies any wrongdoing. kirkpatrick says she hopes the agreement is a signal to all who are witnesses to misconduct, especially those in law enforcement to not stay silent. the oakland city council will vote publicly on that settlement tomorrow. >> coming up here during kron, 4 news at 10 foreclosures in the bay area are on the rise. what experts are saying this means for the housing market by administration announces a new plan to help repopulate for
