there is no dedicated loading zone for tour buses at alamo square. so 22 of the 85 buses stopped in a muni bus zone. this prevents muni bus fress loading and unloading at the curb, which, in turn, causes traffic delays. the study offers several solutions, noting that the city and county of san francisco cannot regulate the number of tour buses, which is our primary concern. the solutions offered by the m.t.a. include giving up muni bus zones to the tour buses, so they can have a dedicated loading zone. however, this solution does not address the main issue, which is the number of tour buses that run through the neighborhood, and there's nothing that guarantees that they won't continue to double park once they have these zones. the m.t.a. also proposes restriction of commercial vehicles with nine or more seats from some or all alamo square area streets. and i'm just going to flip through some photographs here of -- these were all taken within the last month, i believe. it's not just one street, it's all around the square at every intersection. and it'

my husband and i own a home up from alamo square park. the tour buses parked in front of my house and sometimes they drive around, or sometimes they're parked in the bus stop when i am waiting for the 21. we are lucky enough to live in an area, with the lights of san francisco. and the view of san francisco behind it. a tourist attraction is by definition, something that attracts tourists. and with the tourists bring to our neighborhoods, more biculturalism -- multiculturalism. rather than legislate this problem, we should make this a better option to take, and still, some people will only take the bus. maybe they don't speak the language or they are not physically mobile. or maybe they're just intimidated traveling in a big city. one of these people may be a photographer. in the place that they are from. or they may be an entrepreneur who falls in love with the well- kept park, and so we benefit from sharing the neighborhood with these tests. and limiting the kind of buses that people can take to our neighborhood to limit the number of v

to also hold a hearing generally about this topic but also specifically to hear from residents of alamo square, who i've also heard from from district five who have had issues around this. about a year ago because of some of these concerns in the north beach neighborhood, the m.t.a. moved forward with prohibitions of tour buses on certain blocks in the north beach area, and in particular, with some of the most quiet residential blocks in my district. in addition to that, i asked the m.t.a. to help develop our city's first tour bus management plan, and this is a plan that has proposed different solutions for better tour bus loading and parking throughout the city. and i'd like to ask -- i think jerry robbins is here -- to help outline what that tour bus plan policy is for my colleagues. in addition to that, i have two pieces of legislation, colleagues, that i'd like to ask us to consider. one is a piece of legislation really to legislate the aspects of the tour bus plan that will be outlined from the m.t.a. the second piece of legislation deals with the topic of loud amplification system
