abc7 news reporter alan wong reports on the latest efforts. >> drive up on you, turn own, go around you. >> reporter: last november, a car struck and killed a man in a wheelchair here at octavia boulevard in market street. he was one of 21 pedestrians killed in san francisco last year, seven in the month of december alone, including 60-year-old sophia lu killed in a tenderloin cross walk on new year's eve. >> so i come bang this way every morning, making turns in front of me. >> reporter: now advocates want the city to adopt a program called vision zero with a goal to reduce these fatalities to zero through education and enforcement. the police chief admits to many drivers admit to being on the phone. >> sadly, there's what lot of people being disstraungted and a lot of them have been getting tickets lately and there's going to be more of that. >> i started walking, next thing i know, i was flying, like on the car and through the air. >> reporter: she suffered brain damage when she was stuck in a cross walk last year. police admit many drivers couldn't don't get a ticket unless police w
