california washington, alaska. the first few states i mentioned, including california, have a system called top to. so you have the all candidate primary and the top two vote getters go to the general election regardless of party. alaska was an improvement on that, advancing more than just in most of the states have adopted these reforms. they've done so through the ballot process because it won't surprise you. state legislators got into office through the existing system and so they're biased towards protecting that existing. so about half the states that a citizen initiative process it is an ability to take some of these ideas work the system to get it on the ballot and put it before. most of the states about are mountain west states virtue of how that initiative process developed a little over a century ago. one of the couple exceptions is on east coast is massachusetts. you have a citizen initiative here. in fact, it was used, put ranked choice voting on the ballot in 2020. that wasn't successful narrowly. but
