a couple of people who know a lot about these kind of thing, cristina alesci and alli velsci.se track but i tend to hear it's an economic speech. what's today? >> this is a tax fairness speech. what she's going to say is donald trump is out there saying he's going to protect the little guy but if you look at his policies, it doesn't protect the little guy and here's why. we have a screen that shows you the main points. she's going to say that the child care plan is designed for people who want to defray the cost of expensive nannies. she's going to say that the estate tax repeal is a gift to him and his friends and that the business tax breaks that he's implementing or that he would like to implement, i should say, is going to benefit him directly. and cnn money fact-checked all of these and they are all true, for the most part. they are all true. so fif you're middle class, you have to look hard at hillary's plan. it really taxes the rich. 30% rate if you have income of $1 million or more. 4% surcharge on $5 million. all of that will go to fund programs like universal pre-k.

cnn money correspondent christina lecristina alesci is joining us. what did you find? >> trump attacked a point he's made many times before. something he argues is holding businesses back and costing the country jobs. listen. >> the united states also has the highest business tax rate among the major industrialized nations of the world. at 35%. it's almost 40% -- [ applause ] it's almost 40% when you add in taxes at the state level. >> those are big numbers and they are pretty much correct. the federal rate is 35% and the state and local rates are around 6%. so he's on the money there with his math but here's the catch, companies don't generally pay that. thanks to offshore tax havens, in 2010, the government accountability office found they actually paid about 12.6%. two-thirds of american corporations had no federal tax liability. so in terms of what is actually paid, the u.s. is not at the top level but they are 16th highest. now, maybe that's too high, in your political view, but nonetheless, it's not number one. trump said it's true on the math but misleading. we

. >> christina alesci, thank you. frates, tell us about the notes the fbi is about to release. >> yesterday, we saw the fbi with a classified report saying why it recommended against charging clinton in connection with her use as a private e-mail server as secretary of state. report contains notes with clinton and other material related to that investigation. the decision to release information in a case where charges are not brought, that's rare. in a statement, the fbi says it provided the report to congress with the expectation that it won't be made public. but the clinton campaign doesn't seem to think that's how it's going to go. they're accusing republicans of having other plans. and in the statement, the campaign said, we believe if these materials are going to be shared outside the justice department, they should be released widely so the public can see for themselves rather than allow republicans to mischaracterize through selective partisan leaks. top republican senator chuck grassley seeped to agree, saying
