we begin with alex savidge near clayton where more help is on the way. good morning, alex. >> reporter: a lot more help is coming out here to help out the crews. the fire has grown in size, nearly doubled in size overnight. the only bit of good news is that the fire is burning away from where homes are in this area which is just outside of clayton where we are this morning. what it is doing, is almost going straight up mt. diablo. it's been burning up in some of these steep canyons overnight. there's structures and a communications tower up there. crews are standing by to protect the structures. so far, the weather teams to be cooperating, we have light winds out here. the morgan fire has now burned about 1500 acres. it nearly doubled in size since yesterday. hand crews were out overnight. they've been able to build containment line around 10% of the fire's edge. more help is coming. 15 calfire strike teams have been called in. that means more than 100 extra firefighters joining the effort today. this fire started around 1:45 in the afternoon yesterday ne

ktvu's alex savidge joins us live from the scene with new information on the cause of this fire. good morning, alex. >> reporter: good morning, tori. investigators believe this fire in all likelihood started with the home's electrical system. some sort of issue with the wiring here. now as the sun is coming up, you can see the damage done to the home. you can see the back side of the place is nearly gone here after this early-morning fire. the fire started inside the laundry room which is on the first floor of this home right in the back of the blue house. this fire actually burned through two homes in the end that sits side by side here. it threatened to spread to a third home. but firefighters were able to contain those flames. a total of 12 people were inside those two homes. everyone made it out safely after this fire started around 3:30 this morning. these homes are on 24th street just off market and because these are older victorian homes, firefighters say the flames spread quickly from the ground floor up to the second floor and in the attic. one man who escaped said he's g

alex savidge is there on the scene which is just three miles from the gas pipeline explosion that killed eight people in 2010. alex. >> reporter: well, good morning. there is still the faint smell of gas in the air right foul this morning. this-- air right now this morning. the problem is with this construction. crews are building elevated cal train tracks. the busted line is just beyond the orange barriers we are showing you right now. that was lined with spewing natural gas for five hours over night. just after 8:00 last night, workers with the private construction company ruptured that under ground gas main. there were no evacuations ordered and no one was hurt but the leak probably made a lot of people nervous because it did happen three miles away from the deadly san bruno pipeline explosion back in 2010. and because of the proximity to the train tracks cal train had to be stopped as well. passengers were put on buses. and finally at 1:00 this morning pg&e crews were able to cap that leak. the rupture pipeline is being repaired. i'm not exactly sure how long it will take. even if th

ktvu alex savidge is live in richmond with what this means for hundreds of struggling homeowners there. alex. >> reporter: yeah potentially good news for those home ordinary reasons. this meeting did get very heated. it went into the early morning how weres. around 300 people wanted to weigh in on this controversial plan. so many people they had to move the city council meeting to the richmond memorial auditorium. the meeting didn't end until early on this morning. when the city council voted 4-3 to move forward to use eminent doe manen if >>> cities will use doe mane. will use its powers of eminent domain and restructure the loans. richmond about half of all homeowners are under water. it's a unique idea but it has critics including the national association of realtors and several banks. opponents say using eminent domain in this way would hurt richmond's credit rating. there it is not an option to stand on the sidelines waiting for the next wave of foreclosures. that is the risk that is really confronting us. >> reporter: that is richmond mayor gail who has been leading the charge to

ktvu's alex savidge has more. >> reporter: the force of the crash flipped this subaru station wagon on its roof. the 75-year-old man behind the wheel of the car was killed. police say he was broadsided by this red suv at the intersection of church and bancroft, next to eastmont mall. the suv was carrying two 17- year-old boys who police say were on the run suspected in a shooting just minutes earlier. officers heard gunfire around 10:00 last night near ruddsdale and 82nd avenue. >> as they responded to check the area to locate victims, they noticed the suspect vehicle fleeing from the scene at a very high rate of speed. >> a short time later, that speeding suv blew thru this intersection, slamming into a passing car and killing that interknow sent driver -- innocent driver. police say they were not chasing the suv at the time of the crash. >> the preliminary investigation that we have, officers were not in pursuit of the vehicle but keep in mind there will be, you know, a full investigation into all of the circumstances. >> reporter: the two teenagers in the suv were arrested at the cr

alex savidge begins and tells us more help is on the way. >> reporter: there is more help coming later today. that is the update i got. 15 strike is coming in today. i want to show you the scene behind me. it's pretty dramatic. as we push in here. we are on marsh creek road. just outside of clayton. as you look up here, yoko see it is -- you can see it is on fire. the fire is still growing. the latest estimate i just got the flames have burned through about 1,000 acres. the fire is basically out of control at this point with just 10% containment. it broke out at 1:45 yesterday afternoon and throughout the day there were helicopters and air tankers making drops on this fire. trying to slow the flames that are burning through dry brush and being pushed along yesterday by very gusty winds. evacuation orders -- evacuations were ordered in this area as this fire did threaten some homes and ranches. many people left the area with their animals. no buildings have been lost so far. but the hot, dry conditions means this fire remains a threat. >> there is deep canyons that are very inaccessible

alex savidge is right out there this morning. alex, you just spoke to a spokeswoman about service this morning. >> yeah and she told me cal train service back on schedule this morning after it was stopped last night. the reason it was stopped is because the location of this gas leak is right next to train tracks in this area. at this construction site on san brew foe avenue. this is all part of a $155 million project that raised the train tracks in this area above the roadway. last night workers struck a two inch line as they were doing some work and that line that we will show you is just beyond the orange barriers. you can see this morning pg&e crews are still out here on the scene and they are working to repair this line. it has been capped though. no evacuations were ordered and no one was hurt but the area was sealed off for a time. the leak made a lot of people nervous because it happened three miles away from the site of a deadly san bruno pipeline explosion back in 2010. pg&e crews who came in capped this leak just after 1

alex savidge is there with what he is hearing from pg&e on repairs. good morning, alex. >> reporter: good morning. repairs could take several more hours out here and a pg&e representative is telling me there is an investigation underway to try to figure out how a construction worker accidentally hit this two-inch gas line with a backhoe last night and the line we're talking about is across the street from our location inside this construction site in san bruno. right beyond the orange barriers. the line was spewing natural gas for about five hours into the early-morning hours before this leak was eventually capped. here's video we want to show you. it was a worker from granite construction who hit this line after 8:00 last night. this is on san bruno avenue. it's a $155 million project to raise caltrain tracks above the roadway in this area. pg&e crews came in and they were able to cap the leak by about 1:00 this morning. there were no evacuations ordered and part of the reason a pg&e representative says this is a bis district not a lot of homes in the

live near clayton, alex savidge, ktvu channel 2 news. >>> let's go to rosemary. she's monitoring conditions from the weather center. they are getting better. >> yes, you are right, tori. as we know weather has a direct impact on the fire. we have improving conditions. we will start with the first element. the temperature, not as hot out there for today. at the top of the hour, you mentioned we have a cooler pattern settling in. it will be in the upper 80s. but yesterday in the 90s. that helpses out the firefighte en it's hotter, the fire burns faster and more intense. we've got a bonus going on there for the firefighters, a little bit more comfortable today. the winds coming from the west primarily. right now, 10 to 15 miles per hour, they will increase once again for today. we don't like to see the wind. but it's coming from the west. if there's any good news to share about the wind, it will keep the relative humidity up and when the air is more moist, it helps slow down the fire. the smoke advisory continues for today for contra costa, alameda and santa clara c

alex savidge is live outside the home. alex? >> reporter: we don't know exactly whamo have caused this early morning house fire but we are getting a sense of why they were not able to escape. firefighters say there were no working smoke detectors found inside the home. the only thing they did find is a few of these smoke detectors with no batteries and they were not installed inside the home. they were not able to wake up in time. they were sleeping when the home filled with flames and smoke. it broke out around 12:30 this morning. it is on the 200 block of deimagine yo avenue in pittsburgh. >> believes they were trapped inside. they found the three women. they were all pulled outside. but all three of them died here at the scene. the contra costa county marshal told us they were battling the flames while desperately searching for victims. >> for any fire attack, it is always rescue. firefighters did engage in fire attack and rescue simultaneously inside the building. searching for potential victims once it was discovered that t

alex savidge joins us now. it was a pretty tension night. >> reporter: it was for some of the folks who were told to evacuate. we just talked with the fire information officer this morning and the word is the morgan fire no longer growing in size. remains right now about 3700 acres burned and 20% containment. firefighters essentially have this fire surrounded right now. even still, there was a bit of a close call for some people who live on the east side of mount diablo. these are folks who stayed behind. want to show you video from news chopper 2 from last night that shows a large flare up triggered by strong winds. threatened to jump the containment line. crews were able to fight back and didn't allow the fire to cross over morgan territory road where there are a number of homes and ranches on the other side. according to a fire information officer, no homes or structures were burned. there is a mandatory evacuation order that remains in place in that area and quite a few homeowners who stayed behind and they

and alex savidge joins us live from richmond on the very latest developments on it.lex. >> reporter: to potentially and hopefully prevent foreclosure. there were so many people who wanted to weigh in, they had -- so they would have more this meeting ended very early this morning. when the city council voted 4-3 to move forward with a plan to use eminent domain to seize under water mortgages as a way to reduce foreclosures. they usually use it to take over private property but in this case richmond is looking to use its power to acquire mortgages with negative equity and restructure those loans making them affordable for homeowners. here in richmond, about half of all homeowners are under water. this unique idea though has its critics including the national association of realtors and a number of large banks. there are even some on the city council who worry using eminent domain in this way would cause credit to dry up here in richmond. ultimately hurting homeowners. >> as long as this city has the potential eminent domain, we're not going to get financial institution

ktvu channel 2 reporter alex savidge has more on why police believe the people responsible for the crash might have been fleeing a different crime scene just a few blocks away. good morning, alex. >>reporter: well, good morning. this was an innocent driver hit and killed by an suv that police believe was racing away from a shooting scene that had happened just minutes earlier. now, a sergeant did tell me a short time ago the victim in this case was an elderly man, believed to be 75 years old, from oakland. this deadly crash happened about 10:30 last night at church and bancroft right next to eastmont mall. the victim was driving a subaru station wagon that flipped over on its roof and police say a red suv broadsided the car. a sergeant told me that suv had two men inside who had possibly been involved in a shooting just minutes earlier. now, police think they opened fire on an empty suv that was parked on the 11000 block of 82nd avenue. no one was hit by gunfire there. but while those two men were on the run, following the shooting, they slammed into that car with deadly results. the two

ktvu's alex savidge is live at the apartment complex where neighbors witnessed the saddened of the youngs short life. good morning, alex. >> reporter: well, good morning, tori. this 18-year-old victim has not been identified by police. but a lieutenant did tell me, the young man lived in this area. this was certainly a dangerous situation here for neighbors. this young man was hit through the neck with the bullet. but there were quite a few other shots that were fired through the apartment building that have hit any number of people in this area. the young man hit by the bullet, collapsed right here in the doorway. this is where he died. i want to show you some video that we shot this morning because just a few doors down from here, let me show you how lucky one neighbor was. a bullet hit his barbecue grill that he had in front of the window. thankfully, it didn't go inside the apartment unit. there was a round that went through the windshield of a car parked in this complex as well. this deadly shooting happened last night after 7:00. this complex is on the 1300 block of santa clara str

ktvu's alex savidge joins us live now from the fire command center in dublin with those new numbers. good morning, alex. >> reporter: well, good morning, tori. the containment figure on the morgan fire has now jumped. it's nearly doubled. more than doubled, to 45% containment. that's the new estimate here from calfire. they believe they have 45% of this fire contained. this morning, calfire also did some new mapping and they have an estimate on the burn area and it's lower than estimated from yesterday. they believe the fire is just over 3200 acres in terms of the burn area. that's down from the estimate yesterday of 3700 acres. firefighters right now are getting geared up. they will be heading back out to the front lines this morning. about 700 firefighters involved in this effort. last night, there was a burst of strong winds that did cause some concern for a short time. there was a large flareup on the eastern edge of the fire that could be seen from newschopper2. flames threatened to jump containment in the area. crews were able to stop the fire at morgan territory road. it wasn't

live in oakland, alex savidge, ktvu channel 2 news. >>> oakland feisters quickly put out a house fire this morning. they got a call about 8:45 to the home on 12th avenue between international boulevard and east 18th. firefighters say the street was filled with thick smoke. someone directed them to a laundry room at the back of the house. residents fought the fire there with a garden hose but eventually had to call 911. it took firefighters 20 minutes to put the fire out. they estimate the damage at $50,000. >>> police are working to get a description of the suspect that killed a teenager in vallejo. the 18-year-old died in the doorway of an apartment after 7:00 last nights. a neighbor said the victim was shot through the neck in the parking lot of an apartment complex on santa clara street near tennessee street. he described hearing several gunshots one after the other. >> they just shooting up the apartment and bulletholes upstairs. down here he ended up getting shot. >> that neighbor was lucky he was not hit. the barbecue grill in front of the apartment ended up taking a bullet head

alex savidge joining us live now to tell us why some of the b.a.r.t. employees say the 24-hour service is causing safety concerns. good morning, alex. >> reporter: well, good morning. b.a.r.t. employees are using this weekend's bridge closure to highlight the difficulties of the job. of course, b.a.r.t. trains have been running around the clock since the bridge closed on wednesday night. as one worker put it to me, things have been crazy, to say the least, especially in the wee hours of the morning. in addition the union representing employees treated about unruly passengers causing a lot of problems this weekend. the transit union local 1555 referred to "annoying drunks" riding the trains this labor day weekend. another tweet, yikes! a b.a.r.t. spokesman told me there hasn't been an increase in calls for disrupted passengers over the holiday weekend. b.a.r.t. employees are complaining about stalled contract talks. we're in the middle of a 60-day cooling off period but the two sides are not expected to return to the bargaining table until september 17th
