i'm alex witt. welcome to msnbc saturday. we have two developments in two deadly attacks carried out in norway that left 91 people dead. police have one man in custody suspected in both attacks. one was a bomb set off in downtown oslo, and the other happened not long after when a gunman went on a shooting spree at a teen summer camp at an island outside of oslo. martin fletcher joins me on the phone from oslo. martin, let's talk about what police are revealing about the suspect. what do they know? >> reporter: well, alex, he's 32 years old, and he's a norwegian. interestingly on his facebook page he updated his facebook page just a week ago, and on that he called himself a conservative and he called himself a christian and he said his favorite hobby was hunting. so this paints a picture of a man who seems to be -- well, how can you describe such a person? radical of some kind. the police are saying it looks like it was the same man who set off the bomb in downtown oslo. it appears he then got in a car, drove an hour or so to

i'm in for alex witt.g republicans in congress are ready to change the constitution in order to deal with the debt crisis in washington. they're introducing a new bill next week that would include an amendment to force congress to balance the budget. that bill is called cut, cap and balance. we're just talking about that. i'm joined live by one of the cosponsors of the bill republican congressman reed ribl from wisconsin. for those who aren't familiar with this what is is ccb? >> it's a pretty simple straight forward approach. a pragmatic approach where we say we ant our cuts to happen in the first year initially. that's the cut portion. roughly $111 billion that would happen in 2012. then the cap portion would be over time putting the country on the right kind of accountability. we're going to reduce spending as a percentage of gdp over a decade. a little bit at a time until we get to our historical norms on revenue and then finally sealing the deal with a balanced budget amendment. >> so that last part,

i'm alex witt. it's 6:00 a.m. out west, and 9:00 a.m. out east. new developments on the new deadly attacks in norway that have left at least 91 people dead. police say they've arrested one man connected to both the shooting rampage at a teen summer camp and the explosion in downtown oslo. norway's news agency says police are also investigating whether a second suspect was involved in the shooting spree. survivors of that summer camp attack say they cannot believe something like this could happen in norway. >> it feels like a nightmare. i don't believe this is true. like, very, very -- >> it's really bizarre, and it's scary. >> very, indeed. martin fletcher is in oslo with the latest. good morning. >> reporter: imagine norway's shock. the people here went to bed last night believing 17 people had been killed in the attacks. seven in the bomb explosion, and then ten children on the island. when they woke up this morning, they found out 84 children have been killed. not ten. 84 children. maybe more. between the ages of 13 to 19. >> reporter: it's the
