we are here in old town alexandria. we are on king street, right where it terminates by the waterfront and i want to give you a sense of how it is raining this morning. you can see it is coming down. we have seen it coming down at a fast clip in some instances. i want to take you for a walk over here. we have a storm drain and this will be an indicator for us of how quickly the rain is coming down. you can hear it coming down. we see a lot of ponding in the waterways because of the rain we have gotten. we want to show you video. we have video of storm prep are from yesterday. the crews were out. they were clearing out the storm drains. the risk, is flooding. that is always a risk here in alexandria. they have to be vigilant about cleaning out the drains and of course the other thing people do in old town is they tend to sandbag. of course the potomac is right here. as howard was saying we have that coastal flooding watch in affect. i have seen a bunch of estimates. anywhere from a risk of a five- inch above normal tide

john gonzales is live in alexandria, va. this evening. >> it has been a frantic day on the roads for drivers and, of course, thousands of people are still without power in their homes. then there are low-lying areas like old town alexandria, which is always a concern. some of the roads are already under water. >> you have water going that fast and you are going to be off the road. but high waters and down trees proved potentially dangerous. a section of route 450 near davidsen was closed down because of impassable conditions. some drivers dared to cross water that was moving very quickly. >> the current seemed to be moving pretty fast. >> there was no way i was going to go through it. >> the cab of this truck was crushed, the driver seriously -- escaping serious injury. the pavement made driving difficult about whether it was -- the brain on the pavement made driving difficult, whether it was visibility or water on the roads. >> secondary roads were also shut down due to heavy rain and a lack of drainage. in honeybun, -- in

there are going to be sandbags given away in alexandria. let me throw it to scott broom, my colleague in annapolis. >> hey, bruce. you just talked about sandbags and here in annapolis at the city dock they have a pallet loaded of sandbags. this is a big trailer. some of the local merchants have grown used to stacking up sandbags and a high water sign here. this is a normal thing for annapolis as they anticipate the high tides. but what is not normal here is a new anxiety, an old dam near town which has been declared unsafe and the question is how much rain can it take. >> this is where i believe about 270 feet from end to end. >> reporter: annapolis city spokesman phil gallan gave me a tour of the water works dam today, suffering from eroding foundations and gaping cracks. >> that's an indicator of our need to make the repair. this is certainly evidence of that. >> reporter: because of all this, the dam has been declared unsafe by state regulators who have ordered the city to fix it. in the meantime flood watches have gone up and city worke

changes for folks who drive on the beltway to alexandria. two new ramps have opened up in connection with eisenhow avenue and telegraph road. you can see that there are some growing pains as a result of the new traffic configuration. we did see some congestion this morning as people get used to the new traffic pattern. but the first ramp is going to connect motorists on the inner loop directly with telegraph road in the northbound direction. the second ramp provides direct access to eisenhower avenue and willlsollow drivers to go northbound on tegraph road. now, this is going to cut down on weaving and the merging that has been part of the old traffic configuration. transportation officials say it's going to be safer as a result and of course the hope is that it will eventually reduce congestion when everybody gets used to the new pattern. also the temporary detour ramp on the outer loop -- >> that was megan mcgrath reporting. a new traffic pattern. why don't we talk to john edwards? he might be able to tell us more about what's going on. he
