ali velshi is out in the cape in the town of dennis port. ali, let's start out with you.s looking really bad there. just the wibd and the snow moving in front of the camera. >> yeah, your timing is impeccable. you got us in a surge. the sustained winds around here are around the 40-mile-per-hour mark, a little less, but we have a gust coming through as we speak. an increase in the snow, and again, it's the icy pellets. i was going to give you a weather update the last time, and the weirdest thing happened, i ran into the two guys who said they had cabin fever and they came for a walk. we haven't been walking around. i have been between here and our shelter, but they did confirm what we thought was going on around here. about 4 to 6 inches of snow, a heavy, slushy snow on the ground. we didn't get a lot of accumulation through the day like providence and boston did because it's warm. although poppy is still getting a lot of accumulation. the gusts are above 60 miles per hour. we're getting one now, and the two guys who came out said they heard a rumor there was a storm sur

let's go to ali velshi now. ali is out on cape cod. in the town of dennis port. how is it looking out there, ali? >> yeah, gusting again. it's not getting worse. i was listening to your explanation with chad a little while ago that probably the worst, or hopefully the worst is above us at the moment and that it felt more, he described it well, having covered a number of hurricanes. he described it as seeming like a hurricane where there's almost still air for a little while, and then there's a big gust and there's a band of wind and then it stops. that's what it feels like. it doesn't have the regularity that it had earlier. i hope that's good news. i will tell you, though, the personality of the storm has changed so much. now i'm walking in the snow and it's crunchy and crisp. which means it's heavy, and it had melted and it's iced over again, and that's terrible for power lines. here's that gust again. see, it keeps coming through. that's bad for power lines. the power is back on again. it's -- it keeps going on and going off. as i said, if this is happening to

ali velshi is in dennis port on cape cod where the wind is -- it is fierce out there, ali. you must be getting from the snow and the mist coming off the ocean there. >> reporter: yeah, in fact, it's just in this last 20 seconds or so settled down. we've got a bit of a lull. it starts to pick up. it picks up every minute or so. we still have up to 25 miles hour sustained winds in parts of cape cod, up 240 miles hour gusting. still under a blizzard warning for one more hour until 3:00 p.m. eastern time. it was supposed to end at 1:00. as you can see the storm is still about us. this is a rare clear moments that you can see out into the ocean. nom storm surge over here, but we're about halfway across the southern coast of cape cod about 30 miles to my east, you get to chatham, that's the far east and make a left turn and go up the northeast coast of cape cod. this is the part that got storm surge, that got difficulty. they feel had 50 people trapped in a bunch of houses that had to be rescued because waves came crashing in. there's shoreline erosion. let's talk about power. of

thank you, ali velshi. on the cape, and really, across massachusetts, as ali was pointing out, talking about the power outages. more than 300,000 homes so far, and businesses, i should point out, in the dark. so on the phone with me right now is tommy, calling in from fall river, about 50 miles south of boston, and tommy, full disclosure, your son kevin works here at cnn. he was supposed to be coming to visit you this weekend. according to the travel issues, they had other plans, so he's stuck working at cnn with the rest of us. how are you doing? >> all right. how are you? >> doing okay. perhaps better than you. i hear you guys don't have power. when did the power go off? >> we dropped power about 9:00. it dropped off. it dropped off sporadically. it kept bouncing on and off for about 45 minutes to an hour. it's been holding steady. that was probably around 10:00, 9:30. >> what does it look like out your window? >> it's getting quite calm. the winds have died down quite a bit, and it's -- it's just flurrie

for two reasons, ali. first of all, president obama is in the sweet spot of his presidency, the moment of maximum leverage that occurs for a president right after re-election. basically around 18 months at the start of a second term where a president can push through almost anything he wants. second of all, he's positioned to pull a nixon in china. just as only a committed anti-communist like nixon could go to china, someone like a pragmatic aggressive like president obama could appeal to his base and still get tough entitlement cuts through as part of a grand bargain. this is a moment of rare opportunity but it takes presidential leadership and that, frankly, has been lacking. >> one approach that republicans have put forward is the idea of a balanced budget amendment. >> the real cause of our debt is that our government has been spending $1 trillion more than it takes in every year. that's why we need a balanced budget amendment. >> republicans, margaret, are not blameless in this, bush era tax cuts, war

>> it is real money, as ali described. it is supposed to have forced congress to have come up with smart budget cuts. the idea was to make something that was so unpalatable, liberals would not want these drastic cuts to the nih budget or any social welfare programs. conservatives would not want these drastic cuts to the national security budget. that was the idea to force them to actually do something smart. but instead, we find ourselves in a situation where there is still not the will to act, and there are those on the left who look at these defense cuts and say, well, this is actually a good way to get some money out of the pentagon budget and those on the right who are saying the same when it comes to general domestic spending. and ultimately, it is easier to have inertia in washington than to have courage. >> you know, ali, it seems like recently you've been trying to give some good news lately about where things were headed. and now we talk about a 2% cut to medicare specifically over the next eight years. you have t

ali mentioned that deadline at the end of march. one calculation in washington is this sequester or children at play or forced budget cuts, whatever you want to call it, will take effect on friday. because of that second deadline they'll have to work something out pretty quickly. the calculation is to do one deal instead of two deals. avoid the sequester and paying for the government. as to the legacy question, i think it matters, a, what happened what happens to the economy in the long term and, b, can this president create a working environment with republicans because he can't get the big things done. guns, immigration, anything else, he can't get it done without republicans and right now they're back at this again. >> not surprising. john, ali, i want to dip in and listen to republican scott walker of wisconsin is speak. let's listen in. >> the federal reserve projected $290 they would make up in spending. most people tapped into their savings and the last thing we want to do is take hanmoney out hands of the americans consumers
