wake-up call, i'm ali velshi joining us live this morning from new york. we begin with dramatic developments in the sexual assault case against former imf chief dominique strauss-kahn. a source close to the case tells cnn that defense attorneys and prosecutors will ask for a sharp reduction in his bail. why? because prosecutors are seriously questioning the credibility of the hotel maid who says strauss-kahn attacked her. issues include outright lies to the investigators with the district attorney's office. >> this is just an extraordinary, extraordinary development. considering that the, this case was brought with such great fanfare by the manhattan district attorney and they very loudly trumpeted the credibility of the accuser here. and the credibility appears, and i hasten to say, appears to have collapsed. what makes it even more extraordinary is that the evidence apparently shows dna evidence of a sexual encounter between dominique strauss-kahn and the woman who is the maid, yet even with dna evidence, the prosecution is considering dropping the case.

i want to bring back our financial analyst, ali velshi. ali, there is something that is very curious here. we have heard from the treasury secretary, geithner. we have also heard from them too. debt ceiling talks, really important. both of them linking it here. they don't really necessarily have to do with one another. do we think we are going to hear from the president? is he going to make a connection between people wanting more jobs and actually dealing with the debt ceiling? are these two connected? >> not really. both sides have connected it. the president on friday made a speech saying this just proves they have to get a deal on the debt ceiling and the debt. republicans saying this is just evidence that the administration's policies are not working and why we need to cut taxes to create jobs. no, not really. they are separate issues. we have slow growth in jobs unrelated to the debt. the slow growth is related to the fact that we have a lot of unemployed people who are not creating more demand. employment is a chicken in the i go sor

cnn's ali velshi is here to explain all of the concerns that we have right now. importance of this time line. ali, i know many ways, we sound like a broken record but, you know, now we have five days to go and we are still totally concerned about interest rates and how this is going to affect us j. >> reporter: i have new information. we are talking about a potential downgrade. a likely downgrade even if they don't raise the debt ceiling. a bunch of people said who are the debt rating agencies and what do they do and who pays them and who believes them and why does it matter? let m fitch has been relatively silent in here but s&p and moody's saying it is entirely likely they will downgrade the u.s. credit rating. the u.s. has had a aaa credit rating since 1917 when moody's first started rating the u.s. they are important because what they assign your debt determines how much interest you pay. those countries are the lowest risk or companies that are the lowest risk pay the lowest interest, they have the highest credit rating. it's important to know what they do be

ali velshi is watching the markets.ill happen if the debt ceiling is not raised in time to where will we see those problems first pop up? >> the first thing you'll see -- by the way, this may happen even if the debt ceiling is raised by the august 2nd deadline. you'll see an almost immediate downgrading of the credit rating. when that happens, immediately, you're likely to see bond prices go up. not bond prices. bond yields, which are interest rates, the cost at which the united states borrows money. it will become more expensive for companies that need money for operating purposes. you'll remember, kyra, back to 2008 when this happened, september of 2008, when lehman brothers collapsed, that's what happened. in some cases, that caused them to lay people off. those are two negative effects of this. and then what you'll see is what you're seeing today, a very muted reaction in the stock market. we thought the dow would open up 100 points lower. that's kind of where it did. this is the markets, in the words mief colleague

let's bring in ali velshi. the u.s. has a top of the line credit rating. what's your take? u.s. come out of this with its credit rating untarnish untarnished? >> probably not, fred. for a lot of reasons, first of all we're talking about a $3 trillion cut over ten years in the budget. most of the credit ratings have said $4 trillion over ten years is what they need. that said, part of the reason why they've been threatening a downgrade is partially because of the u.s. debt situation and washington's seeming unability to get this done. there are probably three options here. no downgrade if we've got a deal reached and it's sufficient to the ratings agencies. then the possibility of a slight downgrade if no deal is reached. not a big one but little one. slight downgrade even if a deal is reached and finally the serious one, which it looks like we're headed towards avoiding is a major downgrade if the u.s. defaults on payments. everybody seems to be saying we heard mitch mcconnell saying we're not headed towards a default. everybody thinks they have a science as to what's going

i'm ali velshi joining you live from new york, it is 43 minutes after the hour.g debate, after five straight days of meeting, eating peas, drama, where do things stand? how does square one grab you? jessica yellin says congressional leaders and the white house are no further along than they were on sunday. that's not very encouraging when you consider that the u.s. is getting credit warnings from standard and poor's and moody's. and hold on a minute, jessica also says there's a plan b in the works. >> reporter: despite all that, i'm told by my sources there's not a lot of optimism, that this particular negotiating process here at the white house is going to actually end up leading to the real deal, and a lot of effort and attention is now turning to a different process that's happening in the u.s. senate and other alternate deal that's being worked out between the two senate leaders that could instead end up raising the debt ceiling. >> there are no big talks set for today, no formal negotiations. but president obama is holding a press conference at 11:00 a.m. ea
