there was doubt greece might have trouble paying this first installment, but as ali velshi reports fromthens that doesn't look to be the case. >> greece has got to start paying back some of this money or at least the interest on it. it has received more than 280 billion euros in loans, and needed to make a payment today of about $500 million. this was an interest payment to the international monetary fund. greece had until yesterday tried to find options around paying this. trying to get russia to lend it the money. the finance minister had been in the united states over the weekend, talking to the head of the international monitor fund to try to get better terms or an extension. that was not granted. and yesterday reports are that the imf send a demand to greece saying this money needed to be paid. this morning it did make the payment. the greek government did say as late as last week it didn't really have the money for this and if it made the payment something else was going to suffer. one official said they would prioritize salaries in pensions in greece over repayment of this loan.

i'm ali velshi, a special report on our fragile planet begins right now. it is a fragile planet and that is our focus on al jazeera america. this entire month. and especially today on earth day. the only debate left is how severe the consequences will be. changes to the world's climate have resulted in accelerated ice melts and rising sea levels. the environmental protection agency says pollution emits greenhouse gases. the likely way of achieving that is for states to cap and trade schemes, cap and trade carbon credits in a regulated market that helps industry players offset the cost of reducing admission. but not everybody agrees, many deny that climate change requires urgent solution. there are things to keep in mind. the all powerful lobby group in washington insists that mandated kits in greenhouses greenhouse gases on average between now an 2030 because the cuts will be costly to industry, and they'll weaken economic growth. president obama disputes those figures. he points to the billions that americans save because of government mandated efficiency

i'm david shuster in for ali velshi, our report - a smarter war on terror begins right now. >>> america's domestic war on terror is back in the spotlight. debate about its successes and failures continue. more than a week ago police in new york arrested two women on charges in relation to a bomb. the women were inspired by a designated terrorist group that the united states targeted in yemen. both were targeted by an undercover investigation into home-grown terrorist plots, in philadelphia, a woman was arrested on charges that she tried to join i.s.i.l., another group, that america is targetting in iraq. details in both cases are unfolding, they involved joint federal bureau of investigation and local police. in some circles the joint task force comes under intense criticism. since 9/11, 40% of the budget has been allocated to counterterrorism organizations. the number of confident ial plots have risen to 15,000. it's been said that it creates and has phoney terrorist plots so the federal bureau of investigation can justify counterterrorism. those efforts have achieved some successes, but

i'm ali velshi, a special report on our fragile planet begins right now. >>> it's a fragile planet. the only debate, how severe the consequences will be, changes to the climate resulted in rising sea levels, accelerating ice melts and rising textures. it's not clear that california's 4-year long drought is related to global warming. that's because california has a history of drought going back centuries. what is clear is this time is different. 2014 was the driest i can't remember on record. the state has been keeping track since the 1880s. snow pack in the sierra nevada mountain reign, the source of water, is expected to fall to 8% of capacity this year. the situation is so dire that governor jerry brown ordered a 25% reduction in water use for all urban areas. but that order doesn't cover the huge agricultural sector using 86% of the water allocated for use. farmers are forced to contend with smaller allocations of orders. that is to let farmers keep land fallow or use water efficiently. it encouraged many to dig wells and tap into the groundwater supply, a straight attempt to kee
