. >>> welcome, i'm ali velshi. >> and i'm stephanie ruhle. president trump adds german to his naughty list, and what a week it has been for his administration on the policy front. >> well, we've had two big sets of numbers coming out of washington. the cost of the republican health care bill and the cost of everything else, otherwise known as the federal budget. let's start with the gop health care bill and how it affects tens of millions of americans. this is known as the american health care act, ahca. here are the headlines. the nonpartisan agency that analyzes most legislation, the congressional budget office, says 51 million americans will go without insurance by 2026. that's 23 million more than would have been uninsured under obamacare, which is also the affordable care act. and despite what you might hear from some politicians, including house speaker paul ryan, average premiums for single policyholders will continue to rise because the cost of health care continues to rise. boy 2026 under the new but not fully passed republican law,

msnbc anchor and chief correspondent ali velshi is here with me. make sense of this for us. >> it's pretty simple. the things you said about donald trump saying he will save medicaid is not going to happen. this is what we heard about when we first heard about the american health care act, the replacement for obamacare, this is now just putting it in the budget. medicaid is going to lose $800 billion in cuts over the next 10 years. supplemental social security income, which pays benefits to people who are poor and disabled, we don't know where the cuts are coming from, but it will be stiffer requirements, perhaps, for the 66,000 people who qualify for those. snap is supplemental nutrition assistance program, that's food stamps, now. again, there are going to be work requirements and other requirements for 44 million people who qualify. now, not all the 44 million will find cuts, but if you're able-bodied, you're able to work, they're going to add some requirements to you. remember, before the recession, there were only about 23 million people on foo

joining me now is ali velshi. ali, can we please talk about this?he president likes cable news. can you enlighten him as to where bmw, mercedes, volkswagen. >> they make a lot of the cars here in america. and of the cars they make in america, they sell many of those to europe and asia. let's talk about the relationship between germany and the united states. we do have a trade deficit with them. german car production however in the united states has quadrupled in the last seven year. we make 85,000 cars here. >> one more time, that's production. they're making them, employing thousands of americans. >> now we do buy 1.3 million german cars in the united states, porsche, bmw, volkswagen. this is the relationship between what we sell germany and what germany sells to the united states. germany sell was $114 billion worth of goods in 2016. we semithem $49 billion wort of goods. there's a trade deficit of $65 billion. we are trade deficits with a lot of people. they're not inherently bad. concept of even trade, the workers there are making the money as o

business correspondent and coho cohost, ali velshi, separating fact from fiction.top line here? >> the top line is by 2026, because we like to play things out, 23 million more people, as you just said, will be on the short list. 14 million in 2018, 19 million by 2020 and 23 million by 2026, more than what would be the case with obamacare. under obamacare, the aca, by 2026, there would be a total of 28 million americans still uninsured, which is not fantastic. under the american health care act, trumpcare, if you want to call it, there will be 51 million people uninsured. we're increasing that number. i want you to think about policy premiums for a second. policy premiums are always going up. they're never going down. when you hear people say there will be lower premiums, it's not true. in 2018, premiums will be 20% higher than under obamacare, by 2019 it's start to go steady. it will be only 5% higher than it would have been under obamacare, and here they're saying premiums will be going down. in 2026, they might be 20% lower than they would be under aca. important

on the president's new budget proposal to help guide us through the details of it is msnbc's ali velshis, obviously, a wish list. >> yes, night it's the articulation of the government's priorities. let's get to that first part of it. this is winners. these are the places that you're going to see much more investment. the military, border security, law enforcement, a $500 billion increase. you heard lindsey graham saying there will be more benghazis. lindsey and john mccain don't think the's enough spending in the military. what you're seeing is some other -- some losers. medicaid programs are going to suffer. welfare programs are going to suffer and a lot of these, child programs, nutrition programs, things like that. >> health programs as well. >> health programs and other nondefense. remember, all of that stuff they agreed on in the american health care act passed by the house has to be put in the budgets. that's where the cuts are coming in. over ten years, $3.3 trillion in cuts. compare that to $500 billion in increases. so this is a big slashing budget. it's not like you're cutting
