. >> i'm ali velshi. >> and i'm stephanie ruhle. and for once the news out of washington is mostly focused on a key part of president trump's economic agenda. >> a key to that agenda is repealing obamacare. one bill already passed the house. now it's the senate's turn, which is where we start. after so much secrecy, republicans in the senate finally came out with their own draft to the health care bill to owned obamacare. here's what the bill changes. medicaid expansion to millions of lower income americans gets phased out. states have the flexibility to wave coverage of essential health benefits. that's the list of more than a dozen things like pregnancy coverage, mental health, emergency services that obamacare mandates that every single insurance policy has to cover. the individual employer mandates to have insurance or provide insurance are going to disappear, as are the taxes on the wealthy that help fund obamacare. now we'll talk a little about that later. >> here's specifically what the senate bill keeps. low and middle incom

i'm ali velshi. six civilians and three attackers have been killed in what they are describing as a protracted terrorist incident in central london. police report just after 10:00 p.m. local time, 5:00 p.m. eastern time, a white van traveling south on london bridge veered off the road and struck several passing pedestrians. police believe that three attackers then emerged from the van with knives and began stabbing people in nearby borough market. that's a busy area with bars and restaurants. armed police responded to the scene and shot and killed three suspects who police say were wearing what looked like explosive vests, but that the explosives were fake. one widely circulated photo, the one you're looking at here, taken by a witness and not confirmed by nbc news, appears to show one man on the ground surrounded by police and wearing what appears to be a vest with canisters on it. police now say those canisters were fake. earlier, london ambulance reported that at least 20 patients have been brough

ali velshi, weigh in on this. gave us a quick tutorial of what it means if you're looking to come into the country but these are pretty strong statements from republicans, they want to carry that party line, sticking to campaign promises. >> so this is the other half of the immigration conversation that the republicans have been having, the travel ban is one rt of it keeping dangerous people out. the second part of it is those people who are in here, can they -- the words of republicans enforce the laws that are already on the book, can they compel municipalities and sheriffs to enforce immigration laws? as you know sanctuary cities and number of said we are not in the immigration business, we are in the law enforcement business and if you cause us to do this we will lose the leads that we get from people in some of these i'm grant communities who refuse to report things to police because they are worried that they will get rounded up once they are in the system. so this is another piece of the heated debate. you

we're joined now by ali velshi, also page winningham, and garrett hake as well. we want to spend time looking ba back, he admitted that he has not read the bill and it's entirety, what he has seen so far is enough to help him figure out he is against it. the win over moderates in the senate, and what that has done you're seeing here is a provoking from the right side. he says he is speaking for three others. these are four of the most conservative senators on the republican side. it was about this change that had been made from the house bill to the senate bill involving subsidies or action is credits. helping lower income people pay for health insurance. it tied it to age and one of the biggest complaints you heard and that is until you got up to medicare age you're going to pay more and more and more. it ties it to income. if you're under the 400% poverty line you can get these credits. rand paul is looking at that, the conservatives are looking at that, and this is obama care. what is supposed to entice rand paul changes in medicaid. they don't quick in until

ali velshi, how would you, if you were communications director at the white house. a lot of these are bad deals. you mention that had donald trump thinks of all these things as deals. he liked the idea for these to be unilateral deals, not multinational deals. that's one of the things they seal to have a problem with. they feel when the united states is one of a parties to a deal, it gets the bad end of the stick. the problem that this white house will have, there are five cabinet secretaries. you have rick perry who thinks it is a hoax. ben carson who thought so. the secretary of the interior, ryan zinke. scott pruitt, with the environmental protection agency, and jeff sessions, attorney general. this is part of problem. the interesting part of this conversation is whether or not this is onerous on u.s. business. that's where i would take this. they're still having a conversation about whether the climate is warming. they're still having a conversation about whether humans have an impact on it. that's the financial problem, the economic problem we've got. the rest
