that earns about $52,000 per year could afford rentals for the alice griffith units. that is about half of the available below market housing. i want to ask you to go into more detail on the transportation improvements. i know you walk us through that. how much does the yosemite bridge cost? in different documents i have the transportation improvements are up to $404 million. that includes the road improvements in the hunters point transit center. can you give us a general breakdown of the transportation improvements for the southeast sector? >> if i could have the power point screen. supervisor mar, you are correct. the roadway improvements, brt, transit preferential st systems the front door to san francisco, candlestick, and the shipyard, ennis. there is a roadway improvement as well. this slide is focusing on the existing southeast. the total cost of roadway improvements is within the bounds of candlestick and the shipyard. you can see the hunters point transit center. the roadway improvements within the bounds of each site plus connected to thivity -- on this sli

potentially starting on infrastructure for phase one of alice grith he have -- griffeth. hopefully for the potrero plans. and what doug mentioned in response to supervisor chiu, if kirkland does move forward, engaging in a more formal planning process. i won't go through that, but you can see on the presentation, the proposals for 2012, as well. so a few of our real estate accomplishments to date, i will highlight for you. hunter's view, we have the most to brag about, our pilot project as we have been touching on. we have relocated all the phase-one residents. the vast majority of which have stayed on site. we have been awarded $40 million in state funding. $8 million in federal funding thanks to the housing authority. the majority of that has been funding which the housing authority is committed to in conjunction with hope s.f. we committed the phase one, and we have gotten scant attention already -- we have gotten significant attention already for phase one. chair maxwell: how much is phase one's budget? >> i believe it is around $71 million. that includes housing and

alice rivlin joins us now, she is also senior fellow of the brookings institution. >> good to be here, susie. >> susie: alice, when you look at the forecast of the white house, and looking out, it is expecting the deficit, it will be able to cut the deficit by half a trillion dollars over the next two years, by the year 2012. that works out 10% of g.d.p. now down to 5.6%. does that seem doable to you? >> i think it is doable if the recovery doesn't falter. the assumptions behind this drop in the deficit are that the economy does recover, grows moderately this year, and continues to strengthen. i don't think that's unreasonable, although there is some reason recently to doubt how strong the recovery is. but on those assumptions, much of this deficit, and it is very, very large, is related to the recession and to the temporary spending that we had to do to mitigate the recession. so it is reasonable to assume that that will diminish as the economy recovers. but -- >> susie: let's look at the economic assumptions because today the white house put out what their economic assumptions are,

so, secondly, alice griffith, which, again, you're all familiar with the candlestick park phase one plan, which is winding down this month, and, of course, there are key components of approving that, which really will be moving full steam ahead on alice griffith, and we of the developer ready to engage the residents on a more detailed planning process on that. we have got others at, sunnyvales -- unnydale, and they have submitted for their environmental review to the planning department, which as you all know, it takes quite a bit of work. both of those programs have significant community facilities that they would like to accomplish, which take a lot of additional funding beyond the master plan but with the other city departments, and then, finally, as i mentioned earlier, hopefully getting into exclusive negotiating rights on kirkland yard with the mta. supervisor chiu: i know we had a conversation but kirkland yard, but where is the mta proof that they want to let it go? >> -- where is the mta? that they want to let it go? >> we agreed that the next steps would be to have a citizens a
