[applause] i want to start by giving the audience some context alicia,, of the u.s. private prison population. the total prison population is about 2 million, is that right? what proportion of that is private? >> the 2 million includes people in jail, that's about 600,000 people. not including the jail population, you have 1.5 million people in state or federal prison. 126,000,ose, there are based on 2015 numbers, held in a private facility. a private facility operated by one of the 29 states that operates those types of state prisons. it is about 8% of the total prison population. those numbers don't include the number of people held in private immigration detention facilities. those numbers are somewhere

good morning, alicia, good morning, everybody.ting some overnight construction with giving us some early morning slowdowns here on the schuylkill expressway they're working both ways and they're in the process of clearing out but this is the westbound zone right by the city avenue off ramp and you can see maybe you can see when the cars pass the left lane is blocked. more of that milling and paving work that they've been doing during the overnight hours. should be out of here in a few minutes and then they'll return at 9 o'clock, do it all over again, very long stretches of the schuylkill. i know it's inconvenient and we've got this with us until about october so a few more months of the 76 work. 676 vine street expressway still blocked in both directions for about another 10 minutes between the schuylkill and broad street. and we had overnight work here along 422 but it has cleared out. so, that's some good news. everything reopened there. still some work though on the pennsylvania turnpike in chester county both ways between mal
