the civil grand jury was not able to locate a single list niron any of the city's website of all of the city's boards and commissions. there are a handful of different places you can look to find different sets of boards and commissions. the clerk's office maintains every year a list of all of the boards, commissions and advisory bodies, where the board of supervisors makes appointments. that is on the board's website. on our website, we have a memo that lists all of the boards and commissions that are decision-making bodies, rather than advisory bodies, where the mayor or some combination of the mayor and board or board president makes the appointments. and then the city's conflict of interest code, which the board passes every other year, also includes a list of all of the boards and commissions, whose members have to file form 700, with the ethics commission. putting all three together, you can basically find everything, but the point is well-taken from the grand jury there is no easy access list. so they have asked our office to prepare such a list and we're going to do that within

money is cheap right now, so i think all cities across the country recognize that. carrying over our fund balances, very important to us. and thankfully, most cities, especially houston, we had a hefty balance so when it really got tight on us, we were able to draw down on those. and i will agree as the cfo of the city, that is not a good thing to do all the time. but it's always good to have a rainy day fund because it rained a lot for many cities across the country over the last few years. i think a balanced approach is the order of the day. when you are at the municipal level, you have to remember that you represent people. these are, you know, we can -- we're not like general motors, we can't raise the price of a cadillac when we need more money. we have to be very cognizant of, one, people who pay into the tax base and how it's affecting them because it's all interrelated. if people don't have more money to spend, they can't buy more washers and dryer. if we overtax them, it's just all a vicious cycle. but at the end the the day, cities, i think, will persevere

was one of the very first progressive activists that i met in our city probably about 15 years ago and he was someone who i know taught all of us, mentored many of us. and i learned a lot about leadership from ted's style. we have a lot of a naziing and brilliant leaders in our city and i think i might say many of them frustrate us every day. we agree with them, but they might drive us nuts. ted was not one of them. he was an unbelievably kind, gentle and decent soul. and in a city political environmental, he exemplified humility, humbleness. he was gentle while he was fierce. and i think it's really hard to imagine the tenants world and progressive politics in san francisco without ted gul acson. and i know many of us, we are celebrating our giants this month. but i think we also know that we are all mourning for and celebrating a true giant for tenants and for san francisco who is an incredible champion for san franciscans. so, ted gul acson, rest in peace. and, colleague, i ask that we adjourn on behalf of the full board for ted gul acson, if we could do that without objection.
