admiral allen, thanks for joining us again. there seems to be mixed messages from the government in recent days. secretary salazar said the government would, quote, keep its boot on b.p.'s neck for results. and if necessary, we would push them out of the way. now what does that mean? what would it take to push b.p. out of the way? >> first of all, let me tell you i have the highest regard for secretary salazar, we're great friends and he is a great mentor to me. as far as stepping on the neck, obviously that is a met o for moving forward. there probably is a legal precedence to remove b.p. from this operation. but as a federal on scene coordinator and national incident commander i would not recommend it. >> brown: why not? >> well, first of all, what is unique about this problem on the ocean floor is that all the capability and capacity to bring to bear on the solution is owned by the private sector. there is a role for government here in terms of oversight and making sure they do what they have promised to do. and we ask reall

so let me turn this over to admiral allen. >> thank you very much. thank you for the opportunity to talk with you here today. i thought i might start out by giving low background on the command-and-control system and how oil spills work. i would underscore that i would much rather be down in louisiana dealing with this problem because i know it is of concern to everybody. as someone who has worked on water all his life, nothing is more disturbing than oil on any water in our country. the current paradigm really dates back to the legislation was passed after the exxon valdez, the oil production act of 1990. it mandated a paradigm by which the responsible party or the spiller would be held accountable. also created an oil spill liability trust fund to fund responses where there was no responsible party or to fund operations and have those funds recouped from the responsible party. its premised on the country being divided up into areas for the purpose of developing contingency plan. we have these areas called captain of the port zones -- the coast guar

as well as admiral thad allen, the national incident commander. he gave us an update on both the efforts to plug the well, as well as giving us an update on arrangements and coordination being made with respect to mitigating damage that's been done. he updated us to stop the leak to the great beaches in gulf coast. i had the chance to visit with charlotte, the they give you a sense of what extraordinary efforts are being made at the local level. but also the damage we're starting to see is the consequence of this spill. now our mission remains the same since this disaster began. since the day i visited louisiana nearly four weeks ago. we want to stop the leak, contain and clean up the oil and we want to help the people return to their lives and their livelihoods as soon as possible. i treat this event for what it is. an assault on our shores, on our people, on the regional economy, and on communities like this one. parents are worried about the implications for their children's health. every resident of this community has watched this nightmare th

a short time ago, i spoke with admiral thad allen, the commandant of the u.s. coast guard. he's overseeing the federal response on the oil spill, and spoke to us from biloxi, mississippi. admiral alep, thanks for joining us. what can you tell us about the latest efforts to contain oil, are there any signs of progress today? >> first i'll talk about the method we are taking to mitigate the leaks currently in progress. one is the installation of the top hat device which will collect the oil and pump it to the surface. second, we'll be attempting to drill directly into the marine riser pipe, and the third will be the application of subsee disperseants on the discharge itself. that requires to us agree on protocols before we move ahead with that. >> brown: are we days, weeks, months from some kind of resolution? what do you think right now? >> the original plan was to drill a relief well, release the pressure and cap the existing well. that will take until some time in august to do. in the meantime we have to mitigate and stop the leaks so we don't have to deal with the oil on

thad allen is directing our response as the national incident commander. there are people on the ground. there are thousands of people working even as we speak, bob, to figure out a way to plug this hole and to deal with the spread of this oil. >> schieffer: let me shift this a bit because, well, you're getting hammered from one side for not doing enough. there are those out there including rand paul who won that blow-out republican primary victory in kentucky who say you're not doing enough. liss tone what he said in response to this. >> what i don't like from the president's administration is this sort of, you know, i'll put my boot heel on the throat of bp. i think that sounds really unamerican and his criticism of business. i've heard nothing from bp about not paying for the spill. i think it's part of this sort of blame-game society in the sense that it's always got to be someone's fault. instead of the fact that maybe sometimes accidents happen. >> schieffer: sometimes accidents happen. what's your response to that? >> well, we have to make sure that

. >> couric: admiral allen said there will be a lot of tough questions ahead but he is confident that b.p. will be able to do this job. katie? >> couric: and, chip, do you think that he did what he needed to term do in terms of defending the administration? >> reporter: he did, katie, he is a star performer and they know that in this administration. he's a straight shooter, very smart, he knows his stuff. he was supposed to retire this week but he's going to keep on with this job. you may recall last week there were some extraordinarily contentious briefings here at the white house because reporters and critics on capitol hill, too, just weren't buying what the white house was saying about the government's role in all this and whether they could do more. but thad allen came out to set people straight and there are still plenty of tough questions out thereto about what the the government is going to have to do if b.p. does not get the job done. but at least for now he gave the white house a bit of breathing room. katie? >> couric: all right, chip reid at the white house, as always, chi

commandant allen has said we won't talk about the science, i don't know whether it is right or wrong but i know i have more ocean up there and i'm in charge of. that is a fact. as we put it in in those terms and recognize again we are an arctic nation with obligations, with responsibilities. i think it is important that wawe convey the full current updated facts as it relates to what exactly we are talking about with rat if i kicks of the law -- with ratification of the law of the sea and dealing with an area that was only dreamed about being explored. the thought that we would have cruise ships steaming through the community of barrow is something i never thought i would see in my life and we are there now. so much of it is updating what is old information. >> senator, back to oil exploration, how, if at all, do you think the current fiasco in the gulf of mexico affects the enthusiasm of your constituents for drilling on the north slope? i used to deal with the he is comos on the bowhead whaling issue and i understand the fragility of the eco system and how much they depend on that

yesterday we saw news conferences. -- admiralt allen thad allen, and secretary of homeland security a. guest: bp has done many things are wrong. they have downplayed the oil spill from the beginning. their credibility is questioned pit their exploration plan basically said that there is no risk of any significant environmental damage from the spill, and they had the proven technology in order to deal with it. in reality, they did not have that. they did not have the equipment needed for that debt. their representation to get environmental waiver lease a lot of questions about their credibility. the use of dispersants, which the epa has questioned, raises a real serious questions as to how upfront they have been with the american people. yes, they are responsible and will be held responsible for damages, but it will be generations before we will be able to deal with all the damage that has been done. this is a horrific event and we need to learn from this, and the government needs to take responsibility to make sure that the regulatory system in place does not allow this to take place

heading the government's response to this bill, admiral allen, good morning.ot of numbers floating around, at first we heard 5,000 barrels a day were leaking into the gulf, now we're hearing that number could be 95,000 barrels. is there any clarity on to just how much oil is spilling out daily? >> it's getting clear, i have cautioned everybody from the start to be careful about estimates because we're looking at two dimensional video, we're work with a group for about a week now that's collecting data from different platforms, aggravating it all in one place to come up with a flow rate. we're about 24 to 48 hours out to come up with our first estimate. there's obviously going to be a lot of caveats associated with it. but we have got the best minds work on it right now. >> how would you characterize the level of containment so far? >> it's been a multipronged war, the oil that's rising to the surface sometimes gets treated with dispersants, and sometimes it's done by burning. a number of smaller spills are coming ashore in different places. so it's kind of a m
