this is likely going to speed that up. >> ifill: professor portier when thad allen, admiral allen saidtoday that this is like a massive collection of smaller spills instead of a single big spill, does that change what you do to help clean it up? >> it does because normally we have operated from a position of having a few night amount of oil so-- finite amount of oil so we know what we are dealing with. here we have repeated oiling events. so the ability to clean an area particularly on our coastal marshs in south louisiana, knowing that additional oiling will probably occur as we go through the summer, late fall and even early winter months, the strategy has to be very flexible in order to take advantage of the climate, take advantage of areas that are not oil, protect them once we clean them. and then have a very aggressive strategy of going after oil, areas that are repeatedly oiled. >> ifill: repeatedly oiled, so when admiral allen says things like, i think the words were "adapting to an enemy that's changing", that is what we are talking about, you can clean it today and it will be

in washington, coast guard admiral thad allen acknowledged hard numbers are still hard to come by. >> we're going to be aggregating that, plus making adjustments for whatever increase there might have been after the cut in the riser pipe. we also are looking to put pressure gauges down on the blowout preventer, and see if we can come up with an actual empirical way to take data from the pressure readings and corroborate what might have happened, and the difference between the flow before and after the riser cut. >> woodruff: the upshot is an even graver threat to the gulf's animal and plant life. a marine biologist at texas a&m university warned today the environmental damage could be quadrupled. and oil continues to surge out of the mile-deep well, even though b.p.'s cap is now capturing more than 600,000 gallons a day. admiral allen said today the oil company hopes to double its capacity by mid-july with a new "hard cap" system. it can siphon more than two million gallons a day. >> the issue is for b.p. to move quickly to establish capacity and redundancies, so as we're able to incr

[unintelligible] i will let thad allen address this because we talked about this during oor meeting. >> we have a number of different types of skimming equipment. we have others that are towed and employ closer to shore. they have become the major resource to fight this. we know what we are doing near the well head. we have to do maximum skimming near the shore. we have over 400 skimming vessels. our goal is to take the smaller equipment that is flexible and put it on vessels of opportunity and coordinate better with their local and state partners. >> you will only get two questions. this is an issue that has come up across the gulf. keep in mind about vessels of opportunity could range from a large boat to a little recreation but. oat. each of them will have different take skimming equipment of the sort that admiral allen discussed and place it on the boat. maybe they can act as sentinels to spot oil or maybe some of them are shuttling supplies back and forth to these ships. we are taking an inventory now of all the vessels that have presented themselves to determine which ones can

i think they've done it better with 245d allen. the coast guard admiral out there i think he is a very effective spokesman. i do think there is a sense, the president's own involvement now and continuing involvement which they have somehow downplayed at the outset. >> lehrer: how do you feel about the language issue, david in. >> well, when i look at the problem of the gulf i'm reallying this thinking i really wish the president would be cursing more. so i agree with mark. it was extraneous t was unnaferment and unusual for him. he is the sort of person that doesn't look like he needs public approval. it isn't going to go out of his own skin in order to win it. and yet in this case, he did. and i thought, so i thought it was an unfortunate moment. but you know, the political pressure is racheting up of the polls are extremely negative now when people are asked how do you think the government is handling this. the polls are more negative than how they thought bush was handling katrina. and so that's a lot of political pressure. and

why doesn't thad allen make it billing bp later? bp has said publicly many times that they are willing to pay for the cleanup, they are willing to pay and do everything, and do it right. and if we are going to hold them to their word, why isn't admiral allen doing that? >> these arm skimmers that can go out ships and pick it up, uutil they were embarrassed at a public meeting, and the commander from the coast guard took him to the side, i think they ordered one. whether it was to shut this guy up or whatever. there is all kinds of equipment that could pick this oil up before it gets to florida, and that is the crime. we were out there, and we rode for three hours the other day through thick oil like that all aloog the barrier islands. it is coming assure somewhere, and we are doing nothing. >> you hear today that bp can't pick up as much oil, that their ships they have out there can't handle all the oil that is being sucked up. i am thinking to myself it has been going on 52 days now. :isn't there another ship or whatever they need

vessels are not on stations. >> allen johnson. kurdish petroleum said they were -- british petroleum said they were looking at a leaven alternatives. has that been completed? you said that epa has sanctioned the use, but what is the result of the discussion between bp and the government for alternatives? >> the correction is allowed for use under the approval of theepa epa for the spartans. -- for dispersants. this is not a closed issue. it remains under discussion. it is a tough issue. this material is available. it is effective. we are concerned about the total amount that has been deployed and the impact of them at that depth. we did not have a lot of information. right now, a legitimate alternative has not surfaced. epa continues to review it. that is where we are at. let me take one more. >> there was concern that once the pipe was sheared off, there would be an increase in the flow of oil. are you saying that, and is it near the 20% figure we have been hearing? >> will put that out later. he will try to get some information.

i'm just -- >> i mean il -- i receive and it was at my order and thad allen's order, a review of bp, what their work streams are all running in parallel because we didn't want them to run sequentially. those are receiveddaily. that's at our direction. i have a personal conversation with andy ingalls whos the head of bp running the operations out of houston to get an update every morning. secretary chu joins me on some of those meetings. when we find deficiencies such as looking at the fact now that we believe they teed to have additionaledundancies in place as you look at hurricane season before you get to t ultimate sealing of the well through relief wells we order them to provide -- to provide those additional containment capacities and redundancies, so it's a dynamic relationship but it is a directive relationship between the united states and bp. which is what is contemplated by the law, senator corker. the law is very clear. bp is the responsible party. they are responsible with respect to dealing with the oil spill.they are responsible for g with a the damages that flow from th

claims monitoring team and an integrated services team, appointed by admiral allen. this team has been working hard to oversee bp's claims process on behalf of the federal government and the american people. i was concerned to find out that bp still has not provided admiral allen and his team the entire claims data base that they requested. in fact, i am told that the requested it over a week ago and without this information we're told that they are unable to determine the extent of the claims or what waiting period of those need assistance. mr. willis, can you share with us, if you know, why hasn't this data been provided to the government, and when can we expect it to be provided? didn't mr. chairman, i can tell you that i actually attended that meeting last wednesday with admiral allen. and i was a part of that conversation. on thursday, members from the integrated services team and from our claims team met by phone to talk about how and what data we need to make sure was captured and incorporated into the claims report. in addition, our software engineers work ov

first of all, on the terminology, admiral allen, you called this a top hat. it is not the same top hat bp was going to use in may, a smaller version of that copper daily. this is a smaller contingent cap that has a seal on it. second of all, but this ongoing operation and the lowering of the cap and the jagged part of the pipe, will you give us an update later today when and if that takes place? >> we will. we will absolutely do that. it is a little confusing because the very first containment system they developed which was unsuccessful was followed by the development of about five others that vary in their capacity related to how wide they are, what kind of seals they have on them, and what manifolds are set up. they could kill the show clients that are on the lower marine riser package. they could kill the choke lines that are on the lower marine riser package. the sale allows it to go over a riser pipe. that pipe is not exactly vertical now. it is 10 degrees and gold over. the rubber seal will fit on that even though it is not going to be a perpendicular

it is an effort led by admiral thad allen, who has almost 40 years of experience responding to disasters. we now have nearly 30,000 personnel working across four states to contain and clean up the oil. thousands of ships and other vessels are responding in the gulf. i have authorized the deployment of 17,000 national guard members along the coast. these servicemen and women are ready to help stop the oil from coming ashore, to help clean beaches, train response workers, or even help with processing claims. i urge the governors in the effected states to activate these troops as soon as possible. because of our efforts, millions of gallons of oil have already been removed from the water through burning, skimming, and other collection methods. over 5.5 million feet of boom has been laid across the water to absorb the oil. we have approved the construction of new barrier islands in louisiana to try to stop the oil before it reaches the shore. we are working with alabama, mississippi, and florida to implement approaches to their unique coastlines. as the cleanup continues, we will offer any a
