so i would like to introduce our next speaker, governor george allen. governor allen patriotically served the commonwealth of virginia for over two decades. beginning in 1982 he held the very seat formerly occupied by thomas jefferson on the virginia general assembly. in 1994 he took the helm as governor and in the time that followed brought forth sweeping reforms and transformed virginia into a national model for economic development, public safety and educational accountability. as a common sense conservative, governor allen was able to gain bipartisan support on reforms arranging from criminal justice to welfare, standards of learning and beyond. when elected to the senate in the year 2000, mr. allen continued to advocate policies that advanced america's place in the fields of technology and progress, vowing to keep us, the world leader, in innovation. in 2002 senator allen was unanimously elected as chairman of the national republican senatorial committee. republicans expanded their congressional majority up to 55 seats in the senate, a gain of four
