allie rasmus is on the scene with more. >> reporter: we are at cal trans headquarters.fed by the chp about how today's events will work. in about 15 minutes, all the people you see here are going to be escorted onto the old eastern span of the bay bridge. some have brought flowers, other personal items they will be leaving at different memorial sites. the chp officers will be escorting 10 families onto the old eastern span of the bay bridge for this 10:00 a.m. memorial. the idea behind it was inspired by an east bay mom who lost her son to a drunk driving crash in 2008. 21-year-old scott lightser was struck by a drunk driver going more than 100 miles an hour. back in september, carol lightser let our cameras follow her to the site where her son died as she created a small memorial for him. it was a somber moment, but she told us it did help her healing process. now the chp wants to let others have the same experience. this morning, the chp will be escorting representatives of 10 different crash victims onto the eastern span of the bay bridge for this morning's memorial.

allie rasmus is live at the tunnel, where the fourth bore opened a few hours ago. >> reporter: good morning, claudine. you can see the fourth bore right behind us. traffic is moving very smoothly, as drivers make their way from orinda to oakland. it's been open for about four and a half hours now, and -- excuse me, five and a half hours now and there have been no accidents or problems to report on the new fourth bore of the caldecott tunnel. they opened just after 4:00 this morning. this is what it looked like inside the tunnel as ktvu cameras drove through. this new bore means cal trans will no longer have to manually reverse the flow of traffic twice a day using the middle bore. while it won't do much to help drivers in the regular community directions it, is supposed to shave time off the commute for drivers going in off-peak directions. we're talking about people heading towards the city in the evening and those going to the east bay in the morning. from now on, there will always be four lanes of traffic in both directions passing through the caldecott tunnel.
