allie rasmus is in walnut creek with the reason behind this request. allie. >> reporter: north gate high school is one of the high schools that would become part of the smaller district if they get their wish. earlier this morning we saw a bus load of students from north gate heading down to southern california for a band competition. the band department and music department is well known and renowned. the unanimous vote on having this school and others move is symbolic. the council doesn't have the authority to approve the move. the state board of education would have to approve it and local residents would have to vote on it. but supporters of the idea say having support from the elected official is one less hurdle to cross down the line. they are pushing a split from the mount diablo school district. according to their website, they were founded by several parents of north gate high school students and alums and other community members. the schools that would be included in the new district are north gate high school and its feeder schools. supporter

let's go back to allie rasmus. there are problems in the commute. >> yes, but it seems like some of the problems are getting resolved. we're going to go to the maps to follow up on one issue we have been checking up on. this is the car fire we told you about earlier on eastbound 580, just west of north road in livermore. some of the lanes were blocked. it is in the process of getting cleared away, according to chp, the driver appears to have gotten out safely. that is good. and it looks like the commute up there is recovering a little bit. another crash also in the dublin pleasanton area, 680 northbound at androti road, two vehicle collision. a tow truck is in route. taking a look at the east shore freeway in emeryville, 45 minutes drive to get down the westbound 80 corridor all the way vallejo, carcinas bridge to the macarthur maze, and 880, north and southbound, it's getting slow as you head north on 880, passing the oakland coliseum. there was another issue we were telling you about, a fire that was off of 880,

ktvu's allie rasmus is in san francisco to explain. allie. >> reporter: well pam this year there are things like fencings, security guards, medical personnel and port-a-potties about 200 of them. all the things can you buy when you put $100,000 in an event. it's still technically illegal but this year there is a group of at least some business owners unofficially in charge. those business owners got together and they put up $100,000 to pay for clean up, sanitation, and security at the 4/20 party and because of that there are some new rules for people attending. this is the first time people will have to go through security gates. no barbecues or tents or music speakers. this year's event is also strictly 18 years old and up. no children allowed and and child protection services will be making sure no one under age is at this event. >> i'm a merchant on the block and this is my life up here and just wanted to make something -- make it better. we didn't want it to be shut down like with what they did with halloween and castro. >> and he e

allie rasmus is in san mateo, tell us about it. >> reporter: according to the new numbers, san mateo,n francisco and marin county are some of the most expensive places in the country to live in. according to these new numbers, even if a family of four is bringing in a six figure salary they can be considered low income. the us department of housing and urban development says a family of four with an annual income of $105,000 can be considered low income. in alameda county, a family with i income of $80,000 is considered low income. the new definitions are a reflection of the rising cost of housing and living here in the bay area. the numbers have gone up for the passed two years. in a matter because more families could qualify for affordable housing programs and things like section 8 vouchers. we will be talking to some residents here to see if these numbers and definitions are crazy. >> i think a lot of people will be happy. a lot of us get tired of comparing us to the rest of the country. >> reporter: yes especially when it comes to housing. that is why the new definition can be imp

allie rasmus is live in san francisco to talk about it. >> reporter: yes. 42nd and anza and you can see behind me the elementary school students in lafayette just arrived. we watched them bike up the hill in this neighborhood. they are some of the 6,000 students across san francisco taking part in bike and roll to school day. chris cassidy is with the san francisco bike coalition, one  of the organizers of the event. what is the goal to get kids out on their bikes. >> we work with the school partnership to give the kids to be celebrated for active transportation. making sure that routes around our school are healthier if folks are embracing active transportation, if is that biking, scooting, however they roll. >> the schools work with the parents to map out the safest way for kids to bike to school on their won if they have to. >> that is part of the celebration. 96 schools across san francisco signed up to participate this year. that is a new record for us. we estimate 6,000 students and families will participate as well. >> bike safety

k -- ktvu's allie rasmus has more where that building is safe for now. good morning, allie. good morning and we can show you the building behind us. one of the buildings that housed part of the bay park retirement home. and you see the fence behind us? that is because next to the building where you see the road sort offed there into darkness, that is because that is where the road does end. it collapsed the parking lot behind the building collapsed and we want to show you some of the aerial look at the damage. sky fox is over the year yesterday. you can see a large chunk of the hillside behind the property that broke away and washed away in the recent heavy rains. and people who live here started noticing the road behind the property crack the pavement and then it didn't take long for this to happen. eighty people live in the bay park retirement residence. the operators said they have closed off an exercise room and a portion of the dining room in the back of the property and next to the landslide. they did that as a precaution. >> and we're working with the city of pinole's
