fox5's melanie alnwick live on the scene this morning with the latest in this story.el. >> reporter: good morning, guys. yeah, normally quiet neighborhood here called the fort hunt area but this morning you can hear sirens constantly going in the distance. and that is because they have this entire corner here blocked off. we're talking about culpeper street, donder re, that is where fairfax county say a man is barricaded in the home possibly with two small children. they're very concerned about their welfare which you can see that obviously because of the response here. apparently this all began about 8 o'clock last night. the man was on the phone with someone who that was he was experiencing a mental health crisis so that person then notified fairfax county police. fairfax county police then got what's called an emergency custody order where they can bring that person in for mental health evaluation. and sometimes they hold them for a little while, make sure everything is okay. instead, when police arrived here, that man refused to cooperate, refused to come out and

"fox5" melanie alnwick live in northwest d.c. with the la latest, mel. >> well, those reports coming into d.c.. police early this morning and we're told that they are investigating those reports. one of them came from a -- someone at a hotel in north west d.c. saying that stevens tried to cek check in using cash only and was turned away and another around 1:00 this morning saying that stevens had been seen on massachusetts avenue northwest. so those sightings. but as we know the manhunt has gone nationwide. investigators say pings from cellphone were traced to eary pennsylvania. he's been on the run three days since seemingly random telling of robert godwin senior. in a separate video he claimed to have killed 13 and said he's working on number 14. that also killings not confirmed or any evidence detected by cleveland police. they are warning residents of nearby states to be on the lookout. they do believe now that stevens has traveled outside of ohio. our fox news sources tell us there's also been reported sightings in houston,

melanie alnwick with a look at what the tax cut could mean to you. >> reporter: there aren't a lot of details in the plan but the broad outline is bringing down tax rates for businesses and individuals. coming ever closer to that 100 day mark president trump put out his plan to lower tax rates eliminate some deductions and simplify the personal tax cold. there are seven tax brackets the highest 39.6 percent. the new plan calls for three tax brackets 10, 25 and 35 percent. businesses would see a break, too, with corporate rates reduced to 15 percent down from 35 percent right now. trump technological wants to eliminate the estateax alternative minimum tax. lawmakers are wondering how the cuts will be paid for and some democrats say at plan favors the well though. it is clear that trump is leaving the details to the treasury department and members of congress and tax reform is never easy. >> we will be attacked from the left and we will be attacked from the right but one thing is certain. i would never, ever bet against this president. he will get this done for the >> reporter: treasury

melanie alnwick live this morning with the details for us. mel. >> reporter: hey, good morning, guys and things are still pretty much tap standstill here but i suppose that in a way you could say no news is good news. police first came here around 8 o'clock last night after they man may perhaps be a threat to himself, maybe the other people in his home as well. it all happened because this man was on the phone with someone and that person on the other end of the line felt that he was in a mental health crisis situation. so, they contacted police. police were able to get an emergency custody order. that means that they can bring that person in and have them evaluated, do a mental health evaluation, perhaps maybe do ahold if that is necessary for a couple of days until things settle down but when police did get to the residence to try to serve that order, apparentlily the man decided he did not want to comply, did not want to cooperate and that is where we pretty much stand at this point. again, we do not believe at least from the information t

melanie alnwick coming in with a look at what his proposal could mean for you.el. >> reporter: hard to know exactly just yet because there aren't a lot of details in the plan put the broad outline is bringing down tax rates for businesses and individuals. it is clear president trump is leaving the details to the treasury department and members of congress. coming ever closer to that 100 day mark president trump put out his plan to lower tax rates, eliminate some deductions and simplify the personal tax code. currently there are seven tax brackets the highest 39.6 percent. the new plan calls for 35 percent, businesses would see a break, too, with corporate tax rates reduced to 15 percent. right now it's 35 percent. trump also wants to eliminate the estate tax and the alternative minimum tax. lawmakers are wondering how the cuts will be paid for and some democrats say the plan favors the wealthy. steve mnuchin disputes that. >> this is about creating jobs and growing the economy and on the personal side this is about tax simplification and limiting deductions. alt
