alpa stands ready to partner with anyone. we are trusted, capable partners and we will bring solutions to the table. thank you. >> thank you for the moderation here. thank you for the invitation to speak. and the opportunity to be on this panel it seems like a lot of issues i would discuss have already been touched upon. i have three points i would make today. one that the threats are real and the ball the and second of that risk-based security makes sense and third, partnerships are critical. we know that al qaeda has focused on aviation going back years and years. they continue to have an interest as we have seen going from 9/11 using the aircraft as a weapon to the ied a tent with the shoe bomber and the christmas day attempt and the attempt to involve liquids from the u.k. and the cargo plot from yemen that was previously mentioned passenger and cargo aviation remains a target and that is what the threats are real and evolving. we face an enemy that is determined and focused on the design, construction, and concealment of

eight years ago, one of alpa's very first issues was flight and duty time. your leadership then said a tired pilot is an unsafe pilot, and that fall, the department of commerce limits the first pilot or the captain to the max mum of 110 flight hours per month, and as we all know the decision and the debate continues today. eighty years later, alpa is still leading the way, and we are still talking about flight and duty time. we share the frustration that companies put profits ahead of safety and slow rolling the publication of a final rule. this afternoon, you heard from tom houder about ntsb, the investigations, and our recommendations, and many of the recommendations focused on the basic issues of training, team work, and leadership, and i know when it comes to safety and add vo -- advocating for safety, we have much many common with alpa. throughout history, you advocated and helped achieve improvements in the cockpit such as ground proximity warning systems, weather radar on aircraft, and collision avoidance systems, and so much more. today, i'd like to

that is the fuel in the engine of alpa and alpa safety. let me give you a particular thank you for the work that you do. everybody in this room knows that you are the ones making it run. so i thank you. alpa has been an ally on a great number of many fronts. one of those important front and a new industry and is a very important front, it certainly has been for me over the years, and that's the issue of fatigue. i've been pushing for a lifetime into the time changes since i was president of alpa back in the '90s. that sounds old by set that way, doesn't it? back in the '90s. [laughter] the rule is now, in its final stages. we are working aggressively to get it out as soon as possible. we are committed to making certain that pilots are rested, fit, and had allocated amount of time that they need to be rested and ready to go to work when they report for duty. it's been a long time in coming, very close to it now. we also want to have the best trained and the best prepared pilots in the world. and the current training wheels we're working on to make sure that pilots have the right skills and experience. we are dedicated, the faa, the one level of safety and we want to make certain that all pilots have the right qualifications, qualifications
