i am a youth. i am on the board of theyouth advisory. i am here because this is something that directly affects me. i have been here for three months. i came here from oregon that with $20 in my pocket. within 30 days, they help me get into a housing option. they transferred me into a shelter. i was able to finish gathering my birth certificate, my license, getting into college, and finding a house outside of the shelter. i am on two waiting lists for housing options. i heard people before me say that my peers, the concerns would be that we would be rambunctious or we would take up space. those are valid concerns. every week i work with six dedicated homeless youths including myself to try to change those assumptions. every day i see dedicated youth that are tried to get off the streets and are trying to do better with their lives. we chose this location just like the neighbors did. this is a safe place where we can get on our feet. i felt that their concerns are valid. we are doing the best that we can. we as youth are doing the best we

secondly, i am joining, i am introducing an ordinance that amends the planning code to prohibit the use of customer operated checkout systems in stores where alcoholic beverages are sold. i would like to thank supervisor john avalos and david chiu for being co-sponsors as well. this is a common-sense measure that requires anyone to a new purchases alcohol to buy face- to-face. it is a simple step which is required of tobacco, spray paint, and some cold medicine. it will make it harder for miers' -- miners -- minors and intoxicated persons to get alcohol. this protects the public health. recent studies by ucla and san diego state show that self checkout machines make it easier for minors and intoxicated persons to get alcohol. a study showed machines used in stores that have self check out failed to stop one transaction in five. that is 20% failure rate. the machines are easily fooled by customers and i know young people can game the system. that is apparent. minors are sharing methods to beat checkout machines. scanning one item and bagging the alcohol or holding a non alcoholic item so

i am extremely supportive. i also want to talk about my jealousy about all this polling all is going into district 6. we will love to have one in other neighborhoods, and we would wholeheartedly patronize it. so i am very supportive of this legislation. however, i have been very vocal about this, but i believe that the mission alcohol and beverage special use district should be repealed. i think it is -- it is legislation that while i understand why it was enacted at the time, to address alcohol blight in the mission, it is so rigid and so broad that, in my view, it is now undermining the mission in a number of ways. this prohibits new liquor licenses or new businesses obtaining liquor licenses, except for bonafide restaurants. that means that takeout has to be incidental. so takeout restaurants, you cannot get a liquor license. if the food is prepared offsite and brought in as opposed to prepared in the kitchen onsite, you cannot get a liquor license. this makes absolutely no sense. grocery store is like valen

i am not sure what that means. we get so many concerns, in my mind, if this is what i am thinking about, the tennis court there, that not being attractive. i am not clear about that. service stations closing. but i am feeling the intent is, as commissioner miguel pointed out, is the squeezing out of cars. . commissioner fong: we have shut down gas stations, and i try to do that as little as possible. again, i would be in support of laying down some rail infrastructure for transit for san francisco, but to force transit by taking away things, i don't think it is the right way to do it. i think any of these things makes advances go look better, -- san francisco look better, and not sure it would make it function better. it is a logical way to try to tackle this. i really tried to read through but fell asleep about five times. president olague: i see there are other commissioners that haven't spoken that like to wait till the last to say things, but i wanted to mention since you are here, i do appreciate the work that

i am interested in that component, but i am also interested in what we are doing in partnership with our labor partners, and the other question i haven'd -- let me ask. are we looking towards the los angeles -- how long have these been doing that? >> in los angeles is in their second year. san diego is in the second year. the program that has been doing it the longest was preschool. it was a preschool process. it was not a process in the district. >> it seems like for our purposes l.a. may have a more realistic model to look at in regards to getting information that would maybe match. we are getting that component. it said net income families are least likely to participate -- new low income families are least likely to participate. did they express that they did a lot of professional development? what did they do with how to reach -- outreach? did you get a sense that maybe they were not as committed or maybe did a lot of assumptions around with the public would do? maybe this is for every one of these districts that maybe they did not do as much out reach, because i think we need t
