i want to bring in paul begala and amanda carpenter. ul served as an advisor to president bill clinton and amanda has served as a speech writer to two republican senators. president biden is not polling well right now. his approval rating has dipped below 50%. more americans think he hasn't been communicating clearly about the coronavirus response. paul, how important is this upcoming speech in order to gain back the confidence of the american people? >> it's very important. the president needs to use that bully pulpit. a great deal of information that's out there is misinformation, disinformation, all these knuckle dragging nincompoops on right wing media who are lying to people. the president's got to be very, very clear. i do think his administration's messaging in the main has been quite strong. on this question of boosters, if they were as clear as dr. wen we'd be in much better shape. also what we can do for our kids. you know, you fight fear with facts. if he lays out these facts that will do him a lot of good. >> that's assuming

i want to bring back in senior cnn legal analyst preet bharara and cnn's amanda carpenter.ction officials, it's hair fieg. what happens next time when they can't put the breaks, put on the breaks like they did in 2020? >> you almost don't want to contemplate it. that's why we should be contemplating it in advance, to see what we can doing about it. this program shines a light on it. people go to the polls and make their positions clear. you know, that election official in georgia warned people about potential violence. it's not just about the lie. it's not just about frivolous legal claims that are getting thrown out of court, scores and scores of them, lawyers of the former president being sanctioned, rudy giuliani losing his license, at least temporarily, in two jurisdictions, other fines being brought against sidney powell and others. it's not just about those things but it's about violence that culminated on at least one occasion in the insurrection we saw on january 6. that could happen again. so you're right to raise the issue and right to sound the alarm. i think the

witht with john harwood and amanda carpenter. good to see you, john. president biden announcing new vaccine mandates that could affect 100 million americans. what are you hearing from the white house? >> reporter: in terms of why they didn't go further is the biggest proposal i've heard from people like our colleague jonathan rainer who you have on your show a lot, the doctor has said he should have mandated air travelers be vaccinated. the white house says they didn't do that because they think it would jam up airports and impede the economic recovery without doing all that much to improve vaccinations because a high proportion of air travelers are already vaccinated and all that much much covid is not spread because of good air filtration systems on plaeps. in terms of how it works is what joe biden is counting on here is the threat of fines on businesses applied through occupational safety and health administration to impose vaccine mandates on large businesses affecting tens of millions of workers. they're also counting on the fact that business it

i want to bring in amanda carpenter and cnn senior political analyst ron brownstein. so, ron, democrats control the house. they control the senate. they control the white house. is the president's entire domestic agenda in danger of imploding, or can he save it? >> well, i think he can save it ultimately. there are two separate tracks we're talking about. obviously, you have the whole negotiation between the left and the center of the democratic party over the infrastructure bill and the reconciliation, which is the broader social spending package. and, look, they are arguing about a number on reconciliation. one thing politicians can do is find a midpoint between two different numbers, between the progressives and centrist and ultimately they'll get there. the other track, though, is more significant in some ways. not in terms of the long-term impact but the immediate crisis which is that mitch mcconnell, you know, at the moment, is behaving like a terrorist. and he is holding a gun to the head of democrats and indeed to the whole global economy in threatening to hav
